- Synopsis: This is a notice of intent to solicit and negotiate a contract using Other than Full and Open Competition.� This is not a request for competitive proposals or quotations. The Missile Defense Agency (MDA) intends to solicit, negotiate and award a sole source contract to Original Equipment Manufacturer (OEM), Northrop Grumman Systems Corporation (NGSC) Northrop Grumman Space Systems Sector, 1575 South Price Road, Chandler, AZ, 85286-6615, for the procurement of additional Boost Vehicles (BVs), Spare BV components, and BV sustainment to include but not limited to repair, upgrade, and test BVs, and maintain software and hardware to support the Ground Based Interceptor (GBI) Boost Vehicles (BV) through 2031. This contract will be referred to as the Boost Vehicle Sustainment Contract (BSC).��� The proposed acquisition will be a Sole-Source Indefinite-Delivery, Indefinite Quantity contract to NGSC as per FAR 6.302-1(a)(2)(ii): Only one responsible source and no other supplies or services will satisfy agency requirements - Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in � a) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or b) Unacceptable delays in fulfilling the agency�s requirements. Interested persons may identify their interest and capability by responding to this requirement.� All information received within 60 days after the date of publication of this synopsis will be considered by the Government.� Any party interested in this requirement should contact this office within 15 days after publication of this notice.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
