6/10/21 - RFQ UPDATE: This requirement is hereby updated.� The Statement of Work has been updated and is attached to this announcement.� Proposals are due to me by�5pm ET�Tuesday, July 6, 2021.� � __________________________ 6/3/21 - This requirement is currently postponed due to revisions being made to the�Statement of Work.� Please be on the look out for an updated Statement of Work in the next couple of weeks.� A new RFQ date will be posted at that time.�� ____________________________ The Federal Aviation Administration�s (FAA) Structures & Propulsions Branch (ANG-E283) has a requirement for an Environmental Simulation System that can perform environmental testing predominantly as per RTCA DO 160 Sections 4, 5, 6.� The ESS must meet the minimum specifications listed in the attached FAA Technical Statement of Work. This equipment will be utilized at the William J. Hughes Technical Center in Atlantic City, New Jersey. The FAA will not pay for any information received or costs incurred for preparing responses to this announcement.� Therefore, any costs associated with a response to the Request for Quotation (RFQ) are solely at the interested vendor�s expense. This competitive procurement will be set aside for small businesses, utilizing Lowest Price�Technically Acceptable (LPTA) procedures.�The NAICS code for this requirement is 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturers) with a size standard of 500 Employees. It is anticipated that a Firm Fixed-Price Purchase Order will be made to the offeror with the lowest-price, technically acceptable quotation. In order for the offer to be technically acceptable, offerors must meet the minimum requirements detailed in the attached FAA Technical Statement of Work. A site visit is scheduled for Monday, May 10th and Tuesday, May 11th at 10am ET (you do not have to attend both days).� The site visit is not obligatory however, encouraged.� Please email the Contracting Officer at Nicole.Saiauskie@faa.gov by Tuesday, May 4th of your attendance and number of attendees.� Along with the quotation, the offeror must complete the representation in Section C of 3.6.4-24 Covered Telecommunications Equipment or Services- Representation and include the completed representation in their response. NOTE: The offeror is not required to complete the representation in 3.6.4-22 if the offeror represented that it does not provide covered telecommunications equipment or services as part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument in provision 3.6.4-24 Covered Telecommunications Equipment or Services � Representation. All potential vendors must be registered in the System for Award Management (SAM) website (www.SAM.gov) for consideration of this award and proof of small business size.� Please provide the Data Universal Numbering System (DUNS) number & Federal TAX ID number associated with your SAM registration.� This information will be used by the Contracting Officer to verify that the offeror is registered in the SAM database. Vendors will have approximately 4 weeks to submit their offers, after the site visit.� OFFERS ARE DUE NO LATER THAN 5:00 P.M. ON MONDAY, JUNE 7, 2021.� OFFERS RECEIVED AFTER THAT DATE WILL NOT BE CONSIDERED.�All submittals must be directed to the Contracting Officer, Nicole Saiauskie at (Nicole.Saiauskie@faa.gov). Please provide estimated lead-time for delivery and include freight charges (if applicable) in your quotation. Freight charges must be a Not-to-Exceed amount and a bill of lading/receipt will be required to be submitted with invoices.� Only actual freight charges will be reimbursed up to the Not-to-Exceed amount.
