SOURCES SOUGHT ANNOUNCEMENT: Chapel Sanctuary pews and kneelers reupholstering at Mountain Home AFB, ID THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.� THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.� REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The 366 Financial Acquisition Support Squadron (366 FAS) (Contracting) of the 366 Fighter Wing is conducting market research to determine the availability, interest, and capability of potential business sources qualified and able to compete for a contract to perform Sanctuary pews and kneelers reupholstering services at Mountain Home AFB, Idaho. The information in this notice is based on the most current information available to date.� This information is subject to change and is not binding to the Government.� Updated information will be provided in future announcements and posted electronically on https://beta.sam.gov/.� The Government shall not reimburse the costs of preparing responses to this request for information / sources sought notice. At this time, this office intends to solicit this requirement utilizing a(n) Request for Quote(s) (RFQ).� The small business set-aside used will be determined and based upon responses received in response to this sources sought notice and market research results. The successful contractor shall remove and replace all padding and upholstery on Liberty Chapel Sanctuary pews and kneelers.� The contractor shall provide all personnel, labor, supervision, management, supplies, tools, equipment, parts, materials, transportation, shipping & delivery, installation, and all other items and services necessary to perform replacement of all padding and upholstery of Liberty Chapel Sanctuary pews and kneelers at Mountain Home AFB, Idaho.� All work shall be performed in accordance with all applicable Federal, State, and local laws, regulations, and the Performance Work Statement (PWS).� This is a one-time requirement. The NAICS code for this requirement is 811420 �Reupholstery and Furniture Repair� The Small Business Size Standard is $8,000,000.00 Dollars. The Government requests interested parties to contact the Contracting Officer, TSgt Daniel Parks via email: daniel.parks.2@us.af.mil�No Later Than 18 June 2021 by 12:00 Noon/ PM MST (Local Time).� Interested parties should review the attached Draft Performance Work Statement (PWS), fill out the attached Sources Sought Response questionnaire and return via email to the point of contact identified. 366 FAS is interested in quantifying and pre-qualifying the likelihood of setting aside competition for this requirement to a small business.� Depending upon the responses to this notice and other market research, 366 FAS may limit the competition to a specific socio-economic small business category at the exclusion of all other potential business concerns.� This announcement serves as the first step to determine the viability of setting aside this requirement for competition solely within or among certain small businesses in selected categories.� This is a Sources Sought Announcement only; no solicitation exists or is available at this time.� Requests for a solicitation shall not receive a response. This announcement shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� In the event a solicitation is developed, this office currently intends to conduct an Oral Solicitation only to those vendors who demonstrate the capability and willingness to perform this requirement.� Per AFFARS 5352.201-9101 OMBUDSMAN, ACC Ombudsman (10/1/2019), the following applies: � (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
