- This is a Sources Sought announcement to locate sources for conducting live, 5G frequency interference bench-level testing (not modeling and simulation) on radar altimeter Line Replaceable Units (LRUs), identified as: APN-209 Radar Altimeter Receiver Transmitter Indicator, (APN-209 IRT) RT-1115J, NSN 5841-01-421-4162, P/N HG7209AD01 RT-1115K, NSN 5841-01-582-2320, P/N HG7209CA04 APN-209 Radar Altimeter Receiver Transmitter , (APN-209 RT) RT-1411B, NSN 5841-01-421-4161, P/N HG7210AC01 RT-1411C, NSN 5841-01-547-5286, P/N HG7210CA01 RT-1411D, NSN 5841-01-617-6902, P/N HG7210AC04 APN-209 Remote Indicator (APN-209 RMT) ID-1917D, NSN 5841-01-581-9338, P/N JG1209AC02. RACC209 Radar Altimeter Receiver Transmitter, (RACC209 RT) RT-1411E, NSN to be determined (TBD), P/N HG68907210-AA01 RACC209 Radar Altimeter Receiver Transmitter Indicator, (RACC209 IRT) RT-1115L, NSN (TBD), P/N HG68907209-AA01 Updated versions of the APN-209 RT and IRT units are designated as Radar Altimeter Common Core (RACC)-209 units.� The radar altimeters are produced sole source by Honeywell International, Inc., CAGE 94580. The APN-209 family of Radar Altimeter Set LRUs are used in Army Aircraft to provide an accurate indication of radar altitude function over a range of 0 to 1,500 feet for the Receiver Transmitter (RT) units and 0 to 8,000 feet for the Receiver Transmitter Indicator (IRT) units above all types of terrains.� Warnings are provided by the altimeters when the aircraft is at, above or below certain fixed or pilot adjustable altitudes.� The APN-209 family of radar altimeters has been the standard for all U.S. Army helicopters since 1975.� Used in multiple helicopter platforms (i.e., the UH-60, CH-47 and AH-64), availability of the radar altimeters is essential to successful, safe missions. The Army Contracting Command (ACC)-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC), intends to secure 5G signal testing on the APN-209 and RACC209 LRUs detailed above.� Test services will include development/delivery of a Test Plan that incorporates use cases and operating requirements for radar altimeters on military aircraft, test execution, preparation/delivery of a Final Report documenting test setup, procedures and results along with recommendations for aircraft-level test efforts based on results of the bench tests. Testing of the radar altimeter units will be addressed as a task order to an existing APN-209 repair contract (W56JSR-16-D-0016) by means of a contract modification.� The Government does not possess the technical data (drawings or specifications) package (TDP) that completely defines form, fit and function of the units.� The TDP is not available for release.� Any sources capable of conducting the 5G signal testing on these units must so indicate by contacting the above POCs. All responses must demonstrate the ability to perform the 5G signal testing and knowledge of the radar altimeter systems including physical and functional interchangeability at the LRU level with the items that the current source supplies for these NSNs.� The successful supplier may be required to warrant that the testing will not alter the radar altimeter aircraft functionality/performance when used for the purpose intended by the Army. Requested Response Information: Sources that can provide the test services sought are requested to submit information to show their capability to supply the same or similar services.� At a minimum, information submitted should include but is not limited to the following types of documentation: Questionnaire responses, drawings, test results, information on previous Government and commercial contracts, data rights, etc. In your response, please include your company name, CAGE code, and a technical point of contract with email address and telephone number. Notice, Response Due Date, and Points of Contact: This is NOT a Request for Quote or Proposal. �The Government does not intend to award a contract on the basis of this Sources Sought Announcement (SSA) or reimburse any costs associated with the preparation of responses to this SSA. �This SSA is for planning and market research purposes only, and shall not be construed as a commitment by the Government. �The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business.� Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.
