Description
Program Mission DoD is adapting to the current environment to address today�s threats and prepare for the future. Scaled, agile, contracts are required to support the warfighter of the future and the fast pace of sustaining rapidly refreshed technologies. This concept document defines the efforts required to sustain DoD emerging and legacy information technologies and integrated systems. G2S Program Support Categories The proposed support covered by this acquisition consists of commercial and non-commercial items and services. Equipment and services will support the following U.S. Army Communications and Electronics Command (CECOM) Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) areas: � Standard Equipment � � � o Products with an NSN assigned � � � o Fielded and in sustainment � Non-Standard Equipment � � � o Management Control Number (MCN) assigned � Test and Evaluation and Repair � Upgrade/Ancillary Engineering Services/Design Change � Engineering Studies and Analysis/Industrial Capability Analysis � System or Item Specific Obsolescence Monitoring, Reporting � Facilitation of Hybrid Organic/Contractor Support Examples of equipment and services include, but are not limited to, the hardware and software used for the following C5ISR purposes and mission areas: � Tactical and strategic networking, command, control and communications, including handheld, portable, vehicular, aircraft and watercraft-mounted radios and data networking systems; mission command applications, including fixed and mobile voice, video and data networks, both secure and non-secure; data processing systems; strategic and tactical networking and data transmission systems including terrestrial and satellite nodes and terminals, both secure and non-secure. � Tactical cyberspace operations � Enterprise business systems and infrastructure � Electronic Warfare � Aircraft Survivability Systems, including radar warning receivers, missile warning systems and countermeasures � Counter-IED and mine detection � Intelligence Analysis, Exploitation and Dissemination � Intelligence, Surveillance, Reconnaissance and Targeting, including mobile, ground-based and airborne sensors, night vision equipment; optical and electronic sensors and force protection systems. � Radar systems, including those used for early warning, target acquisition, artillery and mortar locating � Positioning, Navigation and Timing � Tactical, mobile and deployable power systems � Environmental control systems � Air traffic control � Avionics Overarching Goals Advance Planning � The Government will share quarterly to annual forecasting as appropriate and where possible, with program awardees for equipment and services in the G2S Program Support Categories. For emerging technologies, the Government will share non-proprietary technology development schedules. Cooperation/Collaboration � Opportunities for awardees to have DoD level engagement and �working group� level engagement on issues and/or solutions regarding the G2S Program Support Categories. The intent is for advance planning to lead to collaborative product support discussions enabling sustainment solutions that are executable within the program. Supply Chain Agility and Responsiveness � Ability to partner with up-and-coming technology companies transitioning from middle-tier production to sustainment. Ability to adjust supply chain to support emerging technologies aimed at delivering sustainment solutions and technologies to the warfighter faster than ever. Ability to identify, report and potentially resolve DMSMS issues. Facilitation of Hybrid Organic/Contractor Support � System or item-specific obsolescence monitoring/mitigation/reporting/management requires a strategy that capitalizes on both public and private sector capabilities. This program will fulfill the need for rapid review and approval of Form, Fit, and Function (F3) replacement/alternate parts submission. Additional G2S Program Execution Considerations This program will primarily be Firm-Fixed-Price, with cost-reimbursement and incentive aspects, and will allow for the execution of Task Order/Delivery Order to support any underlying agreement. The performance period will be 10 years with one five-year base period and one five-year option period. The anticipated ceiling will be between $2 � 5+ billion. This program may include a Not to Exceed (NTE) labor rate table for rapid acquisition of engineering services/re-design whereby vendors would bid to Task Order Requests (TOR) with labor hours and rates at or below the NTE value. This program may include a spectrum of support utilizing incentivized logistic support similar to Performance Based Logistics (PBL), driven by the unique requirement of the service user. This program may include a limitation on number of awardees. This program needs to accommodate for long-lead material procurement and bonded storage. Interested vendors may be required submit a capability summary to price obsolescence monitoring/mitigation/ reporting/management resulting in a redesign requirement via a white paper to the Government.
