- Description
- The U.S. International Development Finance Corporation (DFC), an agency of the U.S. government, requires access to current directory information covering Federal Agencies and �Congressional offices. In addition, we require access to a directory of news media and news professionals.� Although our main focus is the Congressional/Federal and News directory information, we also want a product that provides access to directory information for associations, selected companies/law firms, courts, and state/municipal governments on the same platform.� We are looking for a single vendor to fill all of our requirements.� Access must be available for all agency staff and must be convenient for two groups of users: Power users who will frequently be using directories while away from the office Occasional users who need easy access, generally from their own desktops We also require the following key features: Users also need to have their own accounts for customization and note taking. Directories must have the ability to provide tracking and alerting based on user-defined criteria. This solicitation is for a five (5) year period � Base Year (July 1, 2021-June 30, 2022) and four (4) option years. Detailed requirements are listed below. Pricing plan submitted with the proposal must include:� All directories listed in the overview and in the detailed requirements. Access for all DFC employees Requirements: The online service we seek is required to provide:� General System Requirements: All directories will be on the same platform with a common user interface. Menu driven and interactive access to the directory content. Individual user accounts allowing for saved searches and note-taking. Access to a Help Desk or other accessible search assistance.� Access to subject specialists to provide search guidance beyond the scope of the Help Desk if needed. Ability to export, print or save the search results in appropriate formats such as Word documents, PDFs or Excel. Training support in the form of customer oriented on-site training, off-the-shelf online training sessions and/or off-site training seminars Vendor will provide access to usage statistics (monthly, quarterly or annual) that indicate the number of sessions and the number of documents downloaded.� Statistics can be provided online via the online service or sent via email. Billing and invoicing that is accurate and, if there is an error on the invoice, the ability to provide a revised invoice to the client. � Government Directories � Congressional and Federal Directories:� Required Features: DFC requires the following Congressional and Federal directory information: Member and staff directory information for both houses of Congress. Staff directories for Federal Government - all departments, agencies and bureaus. � Staff directory information will include at a minimum � member name/staffer name, title, office location, contact information including mailing address, phone numbers, email address, party affiliation (where appropriate), committee assignments and career information. Staff and location information for foreign embassies located in the United States and U.S. embassies located overseas. Ability to easily display preformatted lists such as all individuals in a specific Congressional office all members of a specific Congressional Committee all individuals in a specific government agency such as OPIC. Ability to create custom lists of individuals based on criteria such as: Job related information � title, description, external affiliations term expiration dates biographical details including education, gender, professional memberships location party affiliation appointment type Ability to display/export information in a variety of formats including mailing label formats and Excel worksheets.� Ability to specify and export specific data fields from a profile or list.� For example, the ability to list all members of the Committee on Foreign Affairs with just their Chief of Staff�s name, phone number and email. News and Media Directory: � Required Features: DFC requires the following News directory information: Coverage of both organizations and reporter/journalists Ability to create custom lists of individuals or organizations based on criteria such as: News beat/news desk Location Type of organization Highly Desired Features:� In addition to the above requirements for the Congressional, Federal and News directories, we would also be interested in seeing the following directory features:� Organizational charts for Federal Agencies. Congressional district maps. Inclusion of Congressional offices in home districts in the Congressional office profile. Inclusion of Caucus memberships for members of Congress and subject specializations for Congressional staff members where applicable. Ability to download an individual�s contact information directly into Microsoft Outlook. Other Directories:� Associations, Companies/Law Firms, Courts, and State/Municipal Governments: Required Features: DFC requires the following features and information These additional directories must run on the same platform and have the same user interface as the Congressional and Federal directories you are proposing. We recognize that content within the directory entry will vary depending on the type of entity. Directory information will include, at a minimum, contact information for key personnel including mailing address, phone numbers, email address, brief description of the entity, and location information. Directory information will list the governmental affairs staff contact for appropriate entities. Ability to create custom lists of individuals/companies/entities based on criteria relevant to each different section such as: job related information � title, description location revenue/assets Your overall proposal must include the following screen shots and examples: Screen shot(s) of your basic search interface Your product�s display of Senator Mark Warner of Virginia�s Senate Office Staff. Your product�s display for the US International Development Finance Corporation (DFC). Your product�s listing of business reporters in the Los Angeles, CA area. Screen shot(s) showing the options available to create a custom list on your product.� (Do not include the list.) You can provide these reports in Word, PDF format or via a link to your online system.� In your proposal please answer the following questions: When congressional staff changes occur how long does it take you to update your online directory to reflect these changes?� Please be precise in your answer. Are there download limits, either per user, per organization, or per results list? If so, please specify the limits.
