Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR THE PURPOSE OF CONDUCTING MARKET RESEARCH. � This is NOT a request for proposal and is NOT to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Should the Government decide to issue a formal solicitation for MDRG services; a more detailed Performance Work Statement outlining specific qualifications and duties will be issued. � The purpose of this sources sought notice is for information gathering and planning purposes only. The 502d Contracting Squadron, Joint Base San Antonio (JBSA), TX (which includes Lackland Air Force Base, Randolph Air Force Base, and Fort Sam Houston), is seeking a potential vendor to provide Muslim Distinctive Religious Group Leader (MDRGL) Muslim worship and administrative support service(s) within the JBSA Military Muslim Community. � The Muslim Distinctive Religious Group Leader (MDRGL) shall be responsible for developing, leading and administering prayer, liturgy, and rites to meet the Islamic religious needs of JBSA Lackland Military Muslim community. MDRGL lead prayer and teachings must be receptive in a pluralistic environment reflecting the diversity of thought and practice within the Islamic tradition. The MDRGL shall provide worship services within JBSA to include providing special services/events, seasonal observances, Religious Lectures, Obligatory Prayers, Lay Leaders Education/Meetings, and Emergency Hospital/Counseling Requests. All services provided shall be done according to the teaching of the Quran and the Sunnah without favoring a specific sect, denomination or school of thought. The preponderance of services will be conducted at JBSA-Lackland; however, other services could or might be required at Fort Sam Houston, JBSA-Randolph or the Camp Bullis Training Annex, on an as-needed basis. �� The MDRGL shall be a U.S. Citizen or a permanent resident of the United States.� The MDRGL shall be a Sunni Muslim male.� The Muslim Distinctive Religious Group Leader shall:� ��� �Possess familiarity with general Islamic doctrine, teachings, rites, and worship styles.� ��� �Shall have specific training as a Sunni Religious Group Leader with a minimum of two years� experience.� ��� �Shall be able to read Arabic and recite the Quran and have 1/30th of the Quran memorized. Seminary education is desirable. � The MDRGL shall be required to coordinate efforts with JBSA chapel personnel and work in a multi-denominational and pluralistic religious environment to include, but not limited to Islamic, Protestant, Jewish, Orthodox, and Catholic faiths. The MDRGL shall also have the ability to solicit and work harmoniously with both volunteers and leaders. The MDRGL shall be a Muslim Imam in good standing with their endorsing agent. A letter from the endorsing agent must be provided to the Contracting Office should a formal solicitation be issued. Two approved endorsing agents are:� - Islamic Society of North America� - American Muslim Armed Forces and Veterans Affairs Council� � The MDRGL shall have an Ecclesiastical Certification and be able to provide a copy to the Contracting Office� The MDRGL must be able to read, write, speak and understand English fluently. �English shall be the only language used with regard to this contract for written correspondence, discussions and other business transactions. � The MDRGL must be able to administer both the documentation of services performed and the timely rendering of payment for services. Possess program management and Windows-based computer system (all Microsoft �Office Pro� programs) skills to plan, develop, coordinate and implement a comprehensive religious education plan for the Installation ministry branch at Joint Base San Antonio-Lackland� The MDRGL will be required to meet DOD and AF training, policies and guidance for computer system access and conduct. The MDRGL shall be highly competent, and able to provide all required Muslim related worship and administrative support services to which they are assigned within JBSA.
