Description
This amendment to the pre-solicitation notice issued is to inform that Request for Proposal (RFP) No. 31310021R0031 is anticipated to be issued on the week of June 14, 2021. Closing date for receipt of proposals will be on, or about, 30 days thereafter. The U.S. Nuclear Regulatory Commission (NRC) is issuing a pre-solicitation notice for a requirement titled, ""Radiation Accident Dose and Loss of Coolant Accident (LOCA) Test."" The objective of this requirement is to perform a simulated LOCA Test on cables that were aged during a project with the National Institute of Standards and Technology (NIST). The cables during the NIST project were aged to simulate 50, 60, and 80 years of operations. This requirement will subject the cables aged to simulate 50, 60, and 80 years of operations to a radiation accident dose of 150Mrad, followed by the simulated LOCA test, which includes a post-accident period (30 to 60 days) and an acceptance functionality test (soak test), to determine if the cables would have had the ability to last for 50, 60, and 80 years of operation and still be able to perform their intended safety function. This requirement has seven tasks: 1) Perform Receipt Inspection and Baseline Test 2) Submit a Test Plan 3) Subject Cables to a Radiation Accident Dose 150Mrad 4) Perform a Post-Radiation Accident Dose Functionality Test 5) Perform a Simulated LOCA Test 6) Perform a Forensic Analysis of Failed Cables (if deemed necessary) 7) Develop a NUREG Report Required Facilities and Capabilities Facilities: � The offeror must have the required facilities to perform the Loss-of-Coolant Accident (LOCA) Test (i.e. steam facilities and LOCA test chamber). � The offeror's facilities must be in working order such that the contractor is able to start the LOCA Test within 60 days from the date of the kickoff meeting of the contract after contract award. � The offeror's LOCA Test facilities shall meet the guidelines and requirements put forward in regulatory guide 1.89, regulatory guide 1.211, IEEE Standard 323-1974 and IEEE Standard 383-2003. Key Personnel Capabilities The following positions have been designated as key personnel: 1. Equipment Qualification (EQ) Lead Engineer 2. Principal Engineer/ Senior Engineer The requirements for the team that includes the Equipment Qualification Lead Engineer, and the Principal Engineer are as follow: � Minimum of 10 years of experience in the nuclear equipment qualification industry and commercial grade dedication. � Minimum of 10 years of experience in conducting and managing qualification test programs including environmental and seismic qualification. � Minimum of 10 years of experience in failure analysis, materials testing � At least 10 years of experience managing large Environmental Qualification programs aimed at qualifying low voltage and medium voltage electrical cables for the Nuclear Industry, includes aging (thermal and radiation) of cables followed by simulated design basis accident. � At least 10 years of experience performing condition monitoring on cables and familiarity with the condition-based qualification methodology � Experience performing electrical, mechanical, and chemical condition monitoring methods on cables � Demonstrated knowledge performing simulated LOCA Test according to the guidelines in regulatory guide 1.89, IEEE Standard 323, IEEE Standard 383-2003a and IEEE 323-1974. � At least 10 years performing root cause analysis as a result of a cable failing a LOCA Test The anticipated period of performance is 14 months from date of award. The North American Industry Classification System (NAICS) code for the services required is 541380 Testing Laboratories. The Government intends to issue Request for Proposal (RFP) No. 31310021R0031 which will be posted on, or about, the week of May 31, 2021 as full and open competition under FAR Part 15. Closing date for receipt of proposals will be on, or about, 30 days thereafter. RFP No. 31310021R0031 will be distributed solely through the beta.SAM.gov website, https://beta.sam.gov/content/home and FedConnect.net. All future information about this acquisition, including solicitation, and amendments will also be distributed solely through the beta.SAM.gov website and FedConnect.net. Hard copies of the solicitation document and its related documents, as appropriate, will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. Interested parties are responsible for monitoring the beta.SAM.gov website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. Offerors must be registered with the System for Award Management (SAM) database to receive a government contract award. In accordance with FAR 4.1102, offerors are required to be registered in SAM.GOV at the time an offer or quotation is submitted to comply with the annual representations and certifications requirements.
