Description
This is a non-personnel services�requirement to provide a fifteen-day FEMA APS training course. The Government shall not exercise supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide all instructors, transportation, tools, training materials, supervision, and other items necessary to perform duties defined in the attached�Performance Work Statement (PWS). The objective of this course is to provide instruction for the FEMA Advanced Professional Series enhancing the 48th WMD-CST consequence management and disaster response. The 48th WMD-CST is a 24 hour, 7 days a week Florida National Guard response capability that needs to be versed in NIMs and ICS to provide the best service to state leadership when deployed. Training will consist of the following: Florida Division of Emergency Certification. Provide a mixture of lecture, practical exercises, and consequence management scenarios relevant to natural disasters and CBRN incidents. Teach the fundamentals for the FEMA Advanced Professional Series. Improve the awareness of the National Guard role in regards to consequence management. Instruct G191- Incident Command System Interface, G557- Rapid Assessment Workshop, G318- Mitigation Planning for Emergency Managers , G108- Community Mass Care and Emergency Assistance, G235- Emergency Planning, G205- Recovery from Disaster, G146- Homeland Security Exercise and Evaluation Program (HSEEP) , and G386-Mass Fatalities Period of Performance: Ability to teach both in-person and virtual (online, interactive) classes 2-20 AUG 21. The estimated number of courses is three (3), five (5) day in-person courses at separate locations in Florida: Hillsborough County Emergency Operations Center, 9450 E Columbus Dr, Tampa, FL 33619 (2-6 August 2021); Pasco County Emergency Operations Center, 8744 Government Dr, New Port Richey, FL 34654 (9-13 August 2021); and Pinellas County Emergency Operations Center, 10750 Ulmerton Rd, Largo, FL 33778 (16-20 August 2021). General Information: Provide a tailored training curriculum that motivates and challenges students to continue emergency management training. The objective is each student is eligible to receive the Emergency Management Institute�s APS Certificate of Completion from the Florida Division of Emergency Management at the conclusion of the course(s). Offers will be evaluated on price, technical approach (conformance with the PWS) and past performance. Technical and past performance, when combined, are approximately equal to price in the evaluation of offers. Offeror shall include documentation which outlines how their offer will fulfill the requirements outlined in the PWS.
