Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested in response to this combined synopsis/solicitation. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 238320, not to exceed $16.5M.� Solicitation W50S9E21Q0005 is hereby issued as a Request for Quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03, 10 March 2021 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 05-20-2021. It is the contractor�s responsibility to become familiar with applicable clauses and provisions. � This RFQ is for a Firm Fixed Price (FFP) contract.� The Government intends to award a contract to a qualified vendor deemed responsive in accordance with the Federal Acquisition Regulation (FAR) Part 12, whose quote conforms to all of the RFQ's requirements and is judged to represent the best value to the Government in accordance with the evaluation arrangement set forth in this RFQ. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government; price, technical capability and past performance of all items are the evaluation criteria. This is a best value decision. This office will consider any late quotes or any late revisions of quotes as non-responsive. Description of Requirement: CLIN 0001: �RESTORATION OF TWO STATIC DISPLAY AIRCRAFT (F-4C and F-15A) Qty:� 1 JOB.�� **See Statement of Work for full details ����������� ����������������������������������������������������������� ����������� Total��� $__________________�� SITE VISIT: 17 June 2021, at 2:00 p.m., PST.� Contractors will meet at WADS; bldg. 852 Lincoln Blvd on McChord AFB, WA.� Directions can be provided upon request.� Please coordinate at 24 hours ahead of time to allow for proper clearance onto McChord AFB.� * Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Period of Performance: 120 days after date of contract award.� Contractor must start work within 30 days of contract award. Place of Performance:� McChord AFB, WA 98438. Exact address will be provided upon award. FAR 52.212-2, Evaluation-Commercial Items Evaluation. � The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government based on price, technical capability and past performance as the evaluation criteria.� Technical capability and past performance, when combined, are approximately equal to price. This is a best value decision. �Best value� means the expected outcome of an acquisition that, in the Government�s estimation, provides the greatest overall benefit in response to the requirement. In accordance with FAR 12.602 & FAR 13.106-2, technical, price & delivery will be considered in the streamlined evaluation. This may result in award being made to a higher-rated, higher-priced quote. The Government�s selection of a higher-rated, higher-priced quote will be supported by a determination that the combined technical and past performance superiority merits the additional cost involved. FAR 52.237-1 Site Visit. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. (End of provision) ARMY 5152.216-5901 OMBUDSMAN B AFARS 5152.216-5901 OMBUDSMAN (JUN 2014) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. The ombudsman is responsible for reviewing complaints from the contractors under multiple award task or delivery order contracts and ensuring that all the contractors are afforded a fair opportunity to be considered, consistent with the procedures in the contract. (b) Before consulting with an ombudsman, interested parties must address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution.
