Description
BACKGROUND: The Cow Creek Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. DESCRIPTION OF WORK: The purpose and need for the Cow Creek Stewardship IRSC is the mechanical treatment of 370 acres to meet fuels reduction. Provide services for hazardous fuels reduction along roads and private property. A. The Cow Creek portion of the Cow Creek 199 Roadside IRSC is part of the Deadman 1 EA Project on the Canyon Lakes Ranger District of the Arapaho and Roosevelt National Forests. Land management objectives for this portion are summarized as follows: � � �(1)� Improve Forest Health � provide growing space for healthy trees and reduce fuel loadings. � � �(2)� Utilize Timber or other products � provide wood resources to forest product industry. B. The 199 Roadside portion of the Cow Creek 199 Roadside IRSC is part of the Forest-Wide Hazard Tree Removal and Fuels Reduction Project on the Arapaho and Roosevelt National Forests. Land management objectives for this portion of the project are summarized as follows: � � �(1)� Provide for public, firefighter, and agency personnel safety along road and trail corridors. � � �(2)� Provide for public safety along roads and trails and within administrative and designated recreation sites. � ���(3)� Reduce the existing and potential forest fuels hazards within treatment areas where ignition potential is highest. C. Resulting Contract � Any resultant contract will be a commercial services contract with requirements for timber removal. Estimated timber is as follows: � � �Lodgepole Pine Live/Dead������������� Sawtimber���� ��������� 6313�� CCF � �� Engelmann Spruce Live/Dead�������� Sawtimber�������������� 2��������� CCF � ���True Fir Live/Dead������������������������ Sawtimber�������������� 52��������� CCF A site visit is scheduled for July 13, 2021 to view the project area and discuss the objectives of this contract.� The meeting will take place at 8:00 am� at Canyon Lakes Ranger District, 2150 Center Ave. Building E, Fort Collins, CO 80526. It is anticipated that the Request for Quotes with all attachments shall be issued on or around June 24, 2021, with quotes due on July 27, 2021. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. All work shall be completed by October 15, 2025. The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project. All Contractors must be actively registered in the System for Award Management (SAM) https://sam.gov/SAM/ to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service � you do not need to pay to register in this system. If your registration is not active, you will not be considered for award. PROJECT LOCATION: (Red Feather Lakes 80545) Project is located on the Canyon Lakes Ranger District of the Arapaho-Roosevelt National Forests approximately 60 miles west of Fort Collins, Colorado. It is located in T10N, R75W, Section 1; T11N, R75W, Sections 25, 26, 35, and 36; and T11N, R74W Section 30. From Fort Collins, Colorado, drive north on Highway 287 to Livermore, CO, to the junction of Country Road 74E; turn west on 74E and continue into Red Feather Lakes. Continue through Red Feather Lakes to the junction of County Road 86 (Deadman Road) and continue west approximately 6 miles to the intersection of NFSR 169. Follow NFSR 169 north for approximately 6 miles. All units can be assessed from NFSR 199 and NFSR 199.1 and associated spurs. Refer to the Contract Area Map to locate the units from this point. NAICS Code: 113310 Logging, 115310 Support Activities for Forestry Size Standard: 500 employees for Logging; $8 Million for Support Activities for Forestry, $20.5 Million for Fuel Management and Fire Suppression activities (Average annual receipts for the preceding three fiscal years). NAICS code: 115310 � Support Activities for Forestry � Forest Fire Suppression and Fuels Management Services are two components of Support Activities for Forestry. Forest Fire Suppression includes establishments which provide services to fight forest fires. These firms usually have fire-fighting crews and equipment. Fuels Management Services firms provide services to clear land of hazardous materials that would fuel forest fires. The treatments used by these firms may include prescribed fire, mechanical removal, establishing fuel breaks, thinning, pruning, and piling. The Contracting Officer for this project is Ingrid Anderson with the National Stewardship Contracting Branch, and is physically located in Oregon.
