- Combined Synopsis/Solicitation This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation Number: FA4418-21-Q- FY21 628 LRS VM PORTAL CRANE REPAIR. This solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2021-05 10 March 2021. Contracting Officer's Business Size Selection SB set-aside NAICS Code 811310 Small Business Size Standard $ 8M 4) 5) CLIN Nomenclature QTY UNIT 0001 VM Portal Crane Repair 1 EACH 0002 VM Portal Crane Repair (Estimated Freight Cost) 1 EACH ����������������������� Description of service to be acquired: The contractor shall manufacture or purchase new main hoist sheaves, sheave pin, spacers, bearings, and seal plates for Washington Iron Works 45 Gross Ton Portal Crane in accordance with original manufactures specifications. (See technical drawings for specifications, drawing 46 for sheave pin; drawing 30 and 32 for hoist sheave) Remove two old main hoist sheaves, sheave pin, spacers, bearing and seal plates from sheave assembly on right side of boom. Replace main hoist sheave, sheave pin, spacers, bearings, and seal plates with new parts that meet or exceed original manufactures specification. The Contractor shall provide all labor, tools, parts, and materials associated with repairs. All tasks performed shall be accomplished in a workmanship like manner and in accordance with applicable federal, state, and local regulations. Dates and Place of Performance: The contractor shall complete all services no later than 120 Calendar days after the date of award. The Place of Performance will be in the Joint Base Charleston, Charleston SC 294040 (JB CHS). � The provision at FAR 52.212-1, Instructions to Offerors (Jun 2020) � Commercial, applies to this acquisition. Offers are due by 1200 EST, 30 June 2021 via electronic mail to anthony.lawston.1@us.af.mil. Provide Cage code when submitting Bid All firms or individuals responding to this solicitation must be registered with system for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. All Offerors must complete Attachment 2- RFQ Price Quote. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. FAR 52.212-2, Evaluation, Commercial Items (Oct 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price; Technical capability of the item offered to meet the Government requirement; Evaluation is on Lowest Price Technically Acceptable (LPTA) basis. All offers will be evaluated on their proposed Total Price. The contract will be awarded to the company with lowest price, which also fully meets all specifications. Only the lowest priced proposal will be evaluated for technical acceptability (to be based on the specifications). The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Only one award will be made under this solicitation. Award will be conducted under the provisions of FAR Part 12, Commercial Items. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
