- 11 June 2021: The Goverment is releasing a second round of Questions & Answers to the NOVASTAR Draft RFP. The Government appreciates the feedback companies have provided to date regarding this acqusition. At this time, the Government will not be posting any further updates or responses regarding this acquisition. The formal RFP is set to be released in the July timeframe.� This posting includes two new attachments: 11 June_Draft RFP Questions and Answers, Round 2 NOVASTAR Sections L and M_10Jun21 13 May 2021: The Government is releasing the Questions & Answers to the NOVASTAR Draft RFP.� The Government appreciates the time and resources companies used to provide feedback and questions regarding the acquisition and the Draft RFP package. Questions have been answered and feedback has been considered and documented with any resulting changes. Please note that some questions will have more in depth answers provided prior to Final RFP release, and some may request additional feedback from Industry. Additionally, please note that the POCs for this acquisition have changed. Please direct all communications to the following Individuals: Andrew Gill , Contracting Officer Andrew.gill.7@us.af.mi Jennifer Solanics , Contracting Officer Jennifer.solanics@us.af.mil Robert Bennett III , Program Manager Robert.bennett.42@us.af.mil Original Posting: The Government is releasing a Draft Request for Proposal (D-RFP) in regards to NASIC�s NOVASTAR acquisition. Industry may provide feedback, questions, comments, etc. in regards to the D-RFP for Government consideration for the formal RFP, anticipated later this summer. The Government is not requesting formal proposals, white papers, etc. in response to this D-RFP posting. Information provided to the Government is strictly voluntary and will not be financially compensated. Information provided that is not considered a question or feedback to the posting will not be used in proposal evaluation at a later time. The NOVASTAR Acquisition Strategy is approved as a $4.7B, 10 year Multiple Award Contract (MAC) IDIQ anticipating award up to five awardees. The effort is a total small business set-aside in accordance with FAR 19.502-2. It is anticipated that the NOVASTAR Basic IDIQ contract and subsequent Task Orders will be set aside for and exclusively awarded to Small Business concerns. However, in accordance with FAR 16.505(b)(2)(i)(F), should a NOVASTAR awardee no longer meet the Small Business size standard for NAICS code 541715 of 1,500 employees during the period of performance of this contract for whatever reason, to include contract novation, the Contracting Officer will thereafter determine if a Small Business Set-Aside is appropriate for each individual Task Order issued against the NOVASTAR Basic contract going forward.� Based on the Contracting Officer�s determination, non-Small Business NOVASTAR awardees may continue to compete on NOVASTAR Task Orders that have not been set-aside for Small Business. This D-RFP posting contains a classified addendum. To receive a copy of the classified scenario send an email to robert.bennett.42@us.af.mil and matthew.greathouse@us.af.mil with the Offeror�s company name, address, and CAGE code using the subject line �NOVASTAR Scenario�. This information will be used to verify the facility clearance and storage capability prior to distribution of the scenario. Once the Offeror�s facility clearance and storage capability are verified the Government will either 1) schedule an in-person appointment to receive a physical copy of the scenario or 2) can be transmitted electronically via JWICS email. Scenarios may be hand carried from NASIC, using proper courier procedures as outlined in DoD M5105.21, Vol 1 (dated 19 Oct 2012), and stored at a contractor facility with the appropriate storage capability/clearance. See NOVASTAR Solicitation DD254 for additional safeguarding and storage information. The Government is working to allocate space and access to classified systems for Offeror�s interested in submitting a proposal for the NOVASTAR requirement. In response to this draft RFP please email robert.bennett.42@us.af.mil and matthew.greathouse@us.af.mil if your company intends to propose and will need to utilize NASIC�s facilities to draft your proposal.� If you intend to utilize NASIC�s facility to propose, please communicate the number of employees who would need building access, computer accounts, and what supporting technology you would need to complete your proposal (e.x. number of JWICS PCs, number of NIPRNet PCs, JWICS connected printer, number of required monitors, etc.). This information will be used to dedicate and schedule space for Offeror�s to create their proposals in an appropriately cleared facility. Failure to communicate this information will not preclude an Offeror from proposing but the Government may not be able to accommodate your request if you fail to submit by the required date/time below. Please submit this information NLT 12:00pm EST on 23 Apr 2021. Access and space within NASIC�s facility cannot be guaranteed for any Offeror but if made available will be allocated on a first come, first serve basis.
