- QUESTIONS AND ANSWERS FOR DOCUMENT DESTRUCTION - 36C24721Q0329 Attachments Attachment 1 there are spare containers listed in both the uptown and downtown tables. What will those be used for and how should we include those in the bid entered on the Price Schedule? In other words will they be serviced on the same schedule as the other bins at those locations? Spares are used to address immediate need for a shred bin or replacement for an overflowing bin. These will only be serviced if put in place with notification to the Contractor in advance. Is it necessary to submit attachments 6 (Form 10091) and 7 (Form 3881) with our bid or can that be done post-award? It is suggested that these forms be filled out Pre-award, but can be filled out Post-award. Synopsis Please confirm that VA Directive 6371 is the guiding document for shredding. As per SOW in accordance with performance requirements in paragraph 10 below, NIST Special Publication 800-88 (Revision 1) Guidelines for Media Sanitization, VA Directive 6371, Destruction of Temporary Paper Records and VA Directive 6500 VA Cybersecurity Program P.1 It is stated here that this is an SDVOSB and VOSB set-aside solicitation, but if the Rule of Two is met the set-aside should be 100% set-aside for SDVOSB businesses, which is distinct from a VOSB set-aside as indicated by the distinct VAARs. This statement also contradicts p. 34, 3. Where it states that this is a 100% SDSVOSB set-aside. Was the Rule of Two met during market research, and if it was, why isn t the set-aside 100% SDVOSB? FAR clause FAR Clause 852.219-10 is included in this solicitation. SDVOSB AND VOSB s are under the rule of two. P. 1., 2. SOW. How will hard drives be presented e.g. boxes? Can the hard drives be destroyed off-site? Hard drives may NOT be destroyed off-site. They will be provided in bundles. P. 1., 2. SOW. How many boxes of media should be priced in CLIN 0010? Can the media be destroyed off-site? We do destruction of hard drives quarterly and it is not a set amount. Price should indicate a per destruction in absence of an actual number. Again, NO, hard drives may NOT be destroyed off-site. P. 2, 1. E. Is the CAO located in the Phoenix Building referenced in CLIN 0008? Yes P. 5, 10.1.3. Should the rolling bins have a narrow slot in which to insert paper for destruction? Yes Also, consoles and rolling bins have different style locks, will two master keys suffice? Yes P. 5, 10.1.4 and 10.1.5. Standard consoles do not roll, so must be unlocked to remove the bag and empty it into a rolling bin. Please clarify that consoles can be unlocked to shift material to a rolling bin, and will not need a replacement container provided. Replacement container is only needed if you remove the container for dumping/destruction. P. 6, 10.1.13. States that poundage is not guaranteed, a phrase normally used when invoicing is to be by the pound. Is the Agency requesting that invoicing should be by the pound or is this is firm-fixed price contract to be invoiced by the set number of bins per service? This is a per bin service. Reports of pounds destroyed will be required but invoicing is by a per bin service. P. 6, 10.2.1. Hard drives and other media cannot be mixed with paper, nor can any media be burned onsite. Can the materials in this section be destroyed off-site? No materials can be destroyed off site. P. 9 Price Schedule The schedule is based on usage and frequency of pick ups required. This is set up in a weeks to ensure pick ups are completed in the frequency identified. CLINS 0003, 0004, 0006 and associated CLINS call for pick up monthly, can this be changed to every four weeks, with 13 under the quantity column? Scheduling every 4 weeks results in less schedule confusion and better service if that is possible. No, this will remain as it, if any confusion arises it can be discussed with the COR. CLIN 2004-2005 and 3004-3005 include hard drives, which appears to be an error, can this please be corrected or explained? Typo/error on 2004-2005, 3004-3005 no hard drives- considered removed on those lines. CLIN 2009-2010 and 3010 contain conflicting frequency information, can this be corrected? Clarification will remain quarterly/approx. 200 hard drives. CLIN 3001 has 12 weeks for the frequency, can this be changed to match weekly ? - Correction noted - weekly P. 33, Special Standards (2) and (3) for what use does the Agency require a Contractor employee s Social Security number or home address? This requirement should be part of the security process/guidelines and will not be needed to be provided to the COR directly. P. 33 and p. 35, SP1. NAID AAA Certification is issued and reviewed by NAID, not Certified Protection Professionals. Can you clarify the reference to CPP in these sections? Also, if the Contractor or subcontractor are not NAID Certified, who will determine if the work being performed meets NAID standards? NAID certification is sufficient. P. 34, 2. Since drivers will not be finalized prior to award, may the driver s licenses be provided post-award? YES, PRIOR TO DRIVING AND DURING TRANSITION PERIOD. P. 34, 3. Please confirm that this statement and the set-aside in the Notice are accurate and that this solicitation is a 100% set-aside for SDVOSB entities. YES P. 34, 5. Will a 1449 be provided to sign? 1449 DOES NOT BIND ANYTHING, PROPOSAL AND REQUIRED DOCUMENTS ARE ALL THAT IS NEEDED. P. 35, Rating System. This references Employee Assistance Program services in accordance with the SOW. Can you please clarify what this means? That is an error/typo and should be Document Destruction Accessibility For the two main campuses, how far apart are the buildings where service is needed? The two campuses are 7 miles apart For all locations, will any bins be located above/below the ground floor? If so, are freight elevators available to move bins to/from ground level? If there is a loading dock, is there a ramp to the parking area? Yes Is there sufficient parking for our truck at each location/building for the time it will take to retrieve containers, shred the contents and return the containers? Section 6- 6.2 Any changes to the schedule shall be approved in advance by the Contracting Officer s Representative (COR). How many days in advance shall the contractor/subcontractor be given to submit any schedules changes to the COR? 24-48 hours 8. Page 36- Past Performance Can a CPARS be used in replacement of a Past Performance questionnaire? NO 10. Page 5, 10.1.4 Can you please define outside designated location? Same area as question 6 outside referring to where truck/shredding vehicle is parked. 11. Page 5, 10.1.4 With this being consoles, the bags would be emptied into a transport container and then put back into the console empty, is this what you mean by replace? It means if you are taking the container to empty you must provide one until you return the original container. 12. Are the 15 rolling bins at the uptown location and 1 at the downtown location used as regular service bins placed in the location or for collection bins? What is the reference for this? Can be discussed with COR for clarification. Please provide reference. 13. Page 33 SP1 Specialized Experience / Page 35 Evaluation Criteria- SP1 Special Certifications Can these statements be removed as the directive 6371 is the guidance for the contract? No this is part of the evaluation criteria. 14. Page 5, 10.1.3 Keys for the Consoles and bins are generally different keys. Based on industry practices this has never been an issue. Is a key for the console and a key for the wheeled bin be acceptable? Yes 15. Are any executive holidays observed or only what is listed? What's listed.
