- Description
- The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement to construct a new boat launch egress road and parking space area compliant with the Americans with Disabilities Act (ADA) at the Big Bend Visitor Center, Kinzua Dam, Warren, Warren County, Pennsylvania.�The major features of the contract are identified below: 1.�Construction of all site access items, all site preparation (including clearing and grubbing) and temporary site security, erosion and sediment control, water diversions, tree planting and site restoration specified or applicable for the base contract and awardable option area 2.�Construction of a new egress road from the existing boat ramp to parking lot, including: Earth excavation Toe key bench construction, and disposal (earthwork) Full-depth pavement installation including geotextile, stone aggregate, and bituminous paving Installation of guiderail along new egress road Milling and overlaying the tie-in at existing parking lot Installation of traffic signs and pavement markings 3.�Construction of site drainage features including: Vegetated channel installation Furnishing and installation of piped stormwater conveyance system Furnishing and insallation of associated stormwater system structures 4. Construction of a new parking area and access trail, including: Earth excavation and disposal (earthwork) Full-depth pavement installation including geotextile, stone aggregate, and bituminous paving Pavement markings This project will provide more efficient traffic patterns at the existing boat launch area and also provide better access for use of public facilities.�The new road will create a new one-way traffic pattern by constructing a new egress from the existing boat launch to the existing parking lot above.� This new egress road will be approximately 500 feet long and include the replacement of one (1) collapsed culvert near the existing boat ramp location.� Additionally, as an awardable option of this contract, a new ADA compliant parking area near the existing eagle viewing platform is also being included in the scope.� This area will allow ADA compliant parking of four (4) vehicles and provide access to the nearby eagle viewing platform.� The magnitude of the project is between $250,000�and�$500,000. This procurement will be advertised as 100% Set-Aside for Small Business. The resulting award will be for one (1) Firm-Fixed-Price (FFP) contract with one (1) awardable option. The NAICS code for this acquisition is 237310, Highway, Street, and Bridge Construction. The Period of Performance (PoP) will be 400�calendar days after the date of receipt of the Notice to Proceed (NTP). All responsible offerors are encouraged to participate. The Invitation for Bid (IFB) will be issued on�approximately�28�June�2021, online through the https://sam.gov website; therefore, requests for hardcopies of the solicitation, specification and drawings will not be honored.� In order to receive notification of any amendments to the solicitation, interested vendors must register as an interested vendor on the SAM.gov website under the Notice ID.� If you are not registered, the Government is not responsible with providing notification of any changes to the solicitation. Contractors must be registered and active in the System for Award Management (SAM) database before submitting a bid on this solicitation�(visit https://www.sam.gov/SAM to register).
