- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement to replace the 258 Ton York Chiller #2 and Optional Chiller #1 with a more energy efficient Daikin Dual Compressor Magnetic Centrifugal Water Cooled 258-Ton Chiller at the Beltsville Agricultural Research Center (BARC), building 001. � Solicitation 12305B21R0010 is issued as a Request for Proposals (RFP). The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 15 and 36 and will be incorporated in the awarded firm-fixed price order. Interested vendors should reference the solicitation documents for all terms and conditions. All interested parties are responsible for monitoring this website to ensure they have the most current information (i.e. Amendments) for the solicitation. No paper solicitation will be available. Notice of Set-Aside for Small Business Concerns: This requirement is a Total Small Business Set Aside. The associated NAICS Code is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard is $16.5 million. Magnitude of Construction is between $250,000 and $500,000. Period of performance is 142 days after receipt of the Notice to Proceed. Bonds: Bid, Payment, and Performance Bonds are required. Failure to furnish the required bid guarantee in the proper form and amount, by the time set for opening of proposals, shall require rejection of the proposal in all cases except those listed in Federal Acquisition Regulation (FAR) 28.101-4. All questions regarding this solicitation must be submitted in writing to, Falcon Albino, via email to falcon.albino@usda.gov. Questions must be submitted no later than 4:00 PM EST on May 21, 2021. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned. An organized site visit has been scheduled for 9:00 AM -12:00 PM Eastern Standard Time on May 12th, 2021. Participants will meet at: USDA/ARS/Beltsville Agricultural Research Center 10300 Baltimore Avenue Bldg. 426A, BARC-EAST Beltsville, MD 20705 In order to attend the site visit, you MUST pre-register by 3:00 PM EST on May 6th, 2021. Standard COVID-19 protocols will be followed during the site visit. Face coverings shall be worn when entering the base, when indoors, and when individuals are within six (6) feet of each other. Visitors will supply their own face coverings. Social distancing guidelines will be followed whenever practicable.
