Submit proposal via e-mail to the attention of: INL/Dominique Chittum E-mail: ChittumDA@state.gov Direct questions regarding this solicitation to: INL/Dominique Chittum E-mail: ChittumDA@state.gov INL will not accept proposals beyond the closing time/date; unless it can be determined DOS mishandled the proposal. � GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT� Mission of the U.S. Department of State: �The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President�s principal foreign policy advisor. �The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL reports to the Under Secretary for Civilian Security, Democracy, and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. �INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� A central component of INL�s realignment is the development of an enterprise-wide multi-system infrastructure to streamline performance data management, improve data quality and reporting, and better inform analysis. �The end goal it to better understand the results of INL's programs, both at the strategic and project level. �This will also bring INL in line with Compliance with Department Monitoring Requirements delineated in 18 FAM 300. �� The purpose of the Personal Services Contract (PSC) is to provide a Senior Data Management Advisor who will serve as subject matter expert on a full range of data activities. �Among his/her duties, the Advisor will help INL with data integration, data and data delivery architecture, dashboards and analytics, and enterprise reporting, including data modeling and data quality assurance.� This person should demonstrate the ability to communicate effectively and clearly, both orally and in writing, with data system end-users and high-level management, alike. The individual must have attention to detail, proven customer service, the ability to maintain effective working relationships, as well as an aptitude for developing and identifying information technology/data management services that are tailored to meet INL bureau needs, with a focus on utility to program design, monitoring, and analysis. The Senior Data Management Advisor will be expected to identify alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions to a specific project. DUTIES AND RESPONSIBILITIES Under the direct supervision of the Washington-based INL/KM/DDL Team Lead, the Senior Data Management Advisor will perform the following duties: 1.�� �Serve as a senior data management expert within INL/KM and assist INL with data integration, data and data delivery architecture, dashboards and analytics, and enterprise reporting, including data modeling and data quality. � 2.�� �Plan, manage, and oversee a wide range of IT application development projects for data management, data analysis, solutions development, and/or knowledge management assignments. Direct one or more projects and manage multiple team projects and/or programs in accordance with State Department Information Resources Management (IRM) and INL Bureau policies, requirements, and processes. 3.�� �Ensure data management capabilities align with the Department and INL specific architecture, technical standards, and emerging technology advancements specific to the OpenNet and INL independent networks. Develop, acquire, and allocate resources to accomplish mission goals and objectives. Work with INL proponents and sponsors to develop business cases that highlight the costs and benefits of the proposed projects for presentation to upper-level management.� 4.�� �Assess future program requirements and determine future program resources, estimating short- and long-range personnel, budgetary, space, and equipment needs.� 5.�� �Serve as the data management team liaison between INL/KM, INL/EX, and IRM on matters relating to software development requirements for data management and related Knowledge Management efforts. � 6.�� �Formulate and justify data management software development related budgets. Manage INL/KM roles in the acquisition of IT assets and prepare supporting software system documentation. 7.�� �Interact with third-party software contractor companies and serve as a Government Technical Monitor (GTM) for such contracts. 8.�� �Supervise Third-Party Contractors implementing data system and other related projects for INL/KM, in close coordination with the relevant divisions in INL, and with IRM. � 9.�� �Develop and implement project management procedures, tools, templates, and activities related to data management and data delivery/visualization software development. 10.�� �Reconcile conflicts between IRM security policies and IT program or project goals. 11.�� �Provide research and analysis on issues associated with the planning, development, integration, implementation, and evaluation of data management systems that meet information needs of different organizational units within INL. 12.�� �Conduct program evaluations to ensure the data management programs meet stated goals, and identify areas where operational efficiency could be enhanced. Evaluate program plans, and/or manage difficult programs involving elements or sensitive matters, such as multiple, interdependent procedures, overlapping deadlines, insufficient resources, and/or competing priorities and conflicting requirements from different offices within the bureau and the Department. 13.�� �Prepare background materials, talking points, briefings, and reports for a range of Department of State staff, including but not limited to Bureau and office leadership. 14.�� �Participate in outreach activities with domestic and international law enforcement communities to increase awareness of INL programs and policies and solicit greater cooperation and participation. 15.�� �Assist with recruitment of data management-related personnel within INL. 16.�� �Participate as a technical expert in technical review panels. 17.�� �Plan and deliver informational, educational, and training sessions for INL on a variety of data management related issues. � 18.�� �Prepare and deliver training curricula as necessary to support the INL mission. 19.�� �If necessary, act as a Grants Officer�s Representative (GOR), Contracting Officer�s Representative (COR), or Agreement Officer�s Representative (AOR) in support of INL/KM data management programs and perform program management and design functions. � 20.�� �Establish direct and frequent liaison with appropriate counterparts of relevant U.S. Government federal agencies, state and local agencies and institutions, private sector, professional associations, and non-governmental organizations in order to coordinate on relevant data management trends, best practices, policies, and programs. 21.�� �Participate in INL office meetings. 22.�� �When required, perform the role of Duty Officer. 23.�� �Perform other duties as requested and assigned related to this Statement of Work. 24.�� �Perform services that fall within the general scope of work and overall INL mission at physical locations other than Washington INL headquarters, including within other INL offices, bureaus or other USG agencies on a temporary basis, for a period not to exceed six (6) months.� TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the COR training course (PA296) and GOR training course through the Foreign Service Institute (FSI) within 120 days of contract start date, as needed. � 2.�� �Completes all on-line training mandated by the Department of State (e.g., HTSOS, ethics) within 120 days of contract start date. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS Washington, D.C. �Frequent domestic and international travel is required. RELATIONSHIPS The Senior Data Management Advisor will report to the INL/KM/DDL Team Lead. This position does not have any supervisory responsibilities. The INL/KM/DDL Team Lead will provide yearly performance reviews to the Contracting Officer in INL/EX/GAPP to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of significant complexity. The holder of this position will be principally responsible within INL/KM for the creation of a bureau-wide data management infrastructure.� SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex information technology activities. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and Medical clearances. Department of State Ethics clearance (if applicable). (Security clearance upgrade to TS level may be required). 2.�� �Bachelor�s degree from an accredited U.S. institution and a minimum of three (3) years of experience using IT application software development methodologies, and approaches used in developing, coding, testing, and maintaining applications software that support functional requirements; or, a.�� �A minimum of five (5) years of experience using IT application software development methodologies, and approaches used in developing, coding, testing, and maintaining applications software that support functional requirements. 3.�� �A minimum of three (3) years of experience working with IT application development methods, techniques, and processes for the integration and optimization of system components and test and evaluation methods for large and complex programs.� 4.�� � A minimum of one (1) year demonstrated knowledge of Scrum or Agile frameworks.� 5.�� � A minimum of three (3) years of experience providing guidance to others in designing, coding, testing, and maintaining programs.� 6.�� �Demonstrated experience participating in a software development project that is compatible with the American Disability Act accessibility requirements.� 7.�� � Demonstrated experience leading or participating in at least one (1) project where information systems security methods and procedures were applied.� 8.�� � Demonstrated in-depth knowledge of software design management principles methods and approaches (i.e. Agile/Scrum, cascade, hybrid, etc.).� 9.�� � Demonstrated knowledge of complex systems software and systems development life cycles, including systems documentation, design development, configuration management, cost analysis, systems integration, and testing.� 10.�� �Demonstrated ability to analyze organizational application software requirements, develop recommendations for enhancement, design, and maintain applications. INL will not pay for any expenses associated with the interviews. COMPENSATION (BASE PAY) This position has been designated at the GS-14 equivalent level ($122,530 - $159,286 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
