- Sources Sought Notice NOTICE Type: Sources Sought / Market Research for Equipment Exchange and Inventory Management Services (Process, Physical Distribution, and Logistics Consulting Services (Exchange Services)) This is a SOURCES SOUGHT / MARKET RESEARCH notice to request information for Government planning purposes only. �Responses will assist the Government in planning its acquisition strategy for a potential future acquisition. �The Government is not committed to issue a solicitation or award a contract as a result of this announcement.� Army Contracting Command � Detroit Arsenal (ACC-DTA) is seeking qualified and capable potential vendors.� Since this is a sources-sought synopsis and not a solicitation for receipt of proposals or quotations, the Government does not encourage questions concerning this market research. This request for information (RFI) is for Equipment Exchange and Inventory Management Services (Process, Physical Distribution, and Logistics Consulting Services NAICS Code: �541614); Administrative Management and General Management Consulting Services NAICS Code: �541611; Other Management Consulting Services NAICS Code: �541618; Marketing Consulting Services NAICS Code: �541613.� Federal Supply Classification is R706 Logistics Support Services, Management Logistics Support. �Specifically, an exchange pilot for one to two heavy equipment items per three IMCOM garrisons (Fort Drum, NY; Fort Sill, OK; and Fort A.P. Hill, VA) per year (dozers, graders, excavators, etc.), and four to six light equipment items per garrison per year (backhoes, forklifts, tractors, etc.).� See attached Scope of Work. �The Government is seeking to gain knowledge of interest, capabilities, and qualifications of various members of the community, to include both small and large businesses.� If your company is interested and can demonstrate the firm�s ability, capability, and responsibility to deliver the equipment summarized above, we encourage you to respond to this announcement with a statement of your qualifications and capability.� In order to do so, you need to provide: � - Name and address of the firm. - DUNS number and CAGE Code (valid System for Award Management (SAM.gov) is MANDATORY). - Your Firm�s Point of Contact (name, phone number, and email address). - Your company�s business size status (small or large) (including Service-Disabled veteran owned, if applicable).� If claiming small business status, the information must be verifiable in SAM.gov. - A summary of the service�s commercial availability. Do you consider this a commercial service? - A summary of your company�s expertise in Equipment Exchange and Inventory Management Services. - Provide an example of a routine equipment exchange service describing your company�s process.� Describe how your company would execute the exchange process.� Include various options that would benefit the government. - How do you determine the market value of a particular equipment item? - What channels/websites do your currently or intend to resell equipment through? - Describe your process for determining equipment value. - Describe all government costs and/or fees incurred to execute the exchange process. - Describe the level of assistance to the government in establishing the exchange program, including development of the program policies and procedures. - Does the government receive cash or credit for the equipment exchange? - Are the NAICS Codes appropriate for the services being requested? - Provide all government contract numbers and point/s of contact pertaining to light and heavy Equipment Exchange and Inventory Management Services (name/s, email address/es and phone number/s). Statements of your firm�s expertise should include reference to relevant contracts performed (including a description of the scope, exchange service process, contract number, and point of contact with phone number). Information submissions can include product literature and illustrations, relevant company background/experience.� Information submissions must be received no later than 30 days following posting of the RFI.� Responses should be addressed to Karen L.
