10 CONS/PKA at the United States Air Force Academy, CO is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Replacement and Installation of Glass. The requirement is anticipated to be for a five (5) year ordering period. The result of this market research will contribute to determining the method of procurement. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. There is no solicitation at this time. There will not be reimbursement for any costs associated with providing information in response to this synopsis or any follow-up information requests. Submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. DESCRIPTION OF REQUIREMENT: The North American Industry Classification System (NAICS) code is 238150, Glass and Glazing Contractors, and the small business size standard is $16.5 million.� Description of Services.� The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform replacement and installation of glass, doors, and frames at the United States Air Force Academy, Colorado and satellite facilities. Services may be required to be performed at facilities that are up to six (6) stories high.� The contractor shall perform in a manner which will minimize disruption to normal Air Force Academy operations. Basic Services.� Replacement and installation of glass, doors, and frames may include entrance/exit glass doors, fixed glazed panels, fixed or sliding glazed units, fixed or moveable window units, spandrels, mirrors, blast resistant glass, store front fixed frames, store front door frames, conventional� curtain walls, blast curtain walls, curtain wall face caps, store front doors, and blast doors.� Services shall include caulking of units when applicable. Site Survey.� The contractor shall contact the Facility Manager to schedule site surveys.� The contractor shall validate all dimensions of work requested, identify any unknown issues and advise the Contracting Officer Representative (COR). Required Stock.� The contractor shall have the capability to replace, at any time, two lites for dormitories 2348, 2360, 5210, 5212, 5214, 5222, and 5223 each. Special Requirements: Sijan Hall and Vandenberg Hall: stairwells at 1st floor and terrazzo levels; Glass is 3/8�, excluding transoms (transom glass is 1/4� clear tempered). Fairchild Hall Library, new addition, terrazzo level: glass is 1� tempered and insulated. Heat Plant, Building 2560: Colored Glazing provide:� 3/8� clear SF Vanceva or equal which is also described as 1/4� fully tempered, acid etched, clear SF100#1 outer pane, 015� blue 50% PBV Vanceva, .015� black 50% PVB Vanceva, .015� Arctic Snow 65% PVB Vanceva laminating interlayers and 1/8� clear heat strengthened inner pane. Clear Glazing provide 3/16� clear tempered out pane, .030 PBV laminating interlayer and 3/16� clear tempered inner pane. Workmanship.� All services shall be IAW manufacturer�s recommended installation instructions and commercially acceptable methods.� The glass installation shall be accomplished by journeyman commercial glazers with a minimum of three (3) years of experience in the specific type of work required.� The contractor shall submit proof of the three (3) years of experience to the Contracting Officer prior to contract start and no later than one (1) workday after subsequent changes. Protection and Safety.� The contractor shall be responsible for the protection of the facility and its contents against damage during services. �The contractor shall provide and maintain barriers and warning devices, to isolate work from normal access by unauthorized personnel, and shall conduct all operations IAW all local, state, and federal guidelines as well as OSHA and AFOSH standards. Working on Roofs.� While working on the roof of any Academy building, all contractor personnel shall wear shoes with soft rubber soles and heels.� Personnel shall be prohibited on roofs when the Academy is experiencing high winds, roofs are snow covered or the ambient temperature is below 40 degrees F. Disposal.� The contractor shall dispose of all construction debris associated with services IAW all applicable federal, state, and local laws. All potential offerors must be registered in System for Award Management (SAM); lack of registration in SAM will make an offeror ineligible for contract award in accordance with FAR 52.204-7. Offerors and Contractors may obtain information on registration and annual confirmation requirements via SAM accessed through https://sam.gov. The offeror agrees any information provided to the Government is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. Proprietary information should be marked ""PROPRIETARY INFORMATION"". Responses should be limited to ten (10) pages.
