- CARBON DIOXIDE ISOTOPE RATIO MASS SPECTR The purpose of this sources sought is to determine the availability and capability of interested small businesses to include, small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, women-owned small business, and 8(a) small business to provide CARBON DIOXIDE ISOTOPE-RATIO MASS SPECTROMETER This notice is being posted for fact finding and planning purposes only and shall NOT be construed as an Invitation for Bid, a Request for Proposal, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. Responses to this source sought will be used by the Government to make appropriate acquisition decisions. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. The U.S. Geological Survey (USGS) Water Mission Area (WMA) is responsible for developing and disseminating science-based information and tools needed for a fundamental understanding of the processes that affect the availability, movement, and quality of the nation�s water resources. In support of this mission, the Reston Stable Isotope Laboratory (RSIL) conducts research on the use of stable oxygen isotope ratios of water in studies of water resources and environmental quality. Field studies of isotope behavior have contributed to understanding water supply sustainability, groundwater/surface-water interactions, paleoclimate history, biologic cycling of nutrients, ground-water contamination, natural remediation, and forensic science. Scope: This specification covers requirements for a new carbon dioxide isotope-ratio mass spectrometer (IRMS), a warranty, and technical support. Requirements: The IRMS shall provide the following functional, operational, and performance capabilities: General: The objective is to obtain an IRMS to replace the 1975 DuPont IRMS used in the RSIL. Technical: (1) The IRMS shall be capable of analyzing carbon dioxide gas (CO2) for oxygen and carbon isotopic composition. The CO2 will be provided by a USGS-owned CO2-H2O equilibration system having a dual-inlet system for gas introduction to the IRMS. (2) The IRMS shall have electrometer electronics enclosed in a vacuum system to achieve satisfactory performance during humid summers. (3) The IRMS shall be provided with electronic schematics for all components. (4) The IRMS data acquisition and control software must be able to control the USGS-owned changeover valves, the 56 valves of the USGS-owned CO2-H2O equilibration system with its sensors for equilibration temperature and vacuum, and the 24 valves of a manifold for introduction of CO2 samples. (5) The vendor shall provide the basics of hardware communications with the IRMS and peripherals with a sufficient understanding of how to build programs within the USGS software architecture so that USGS can write code to control the USGS-owned changeover valves, the 56 valves of the USGS-owned CO2-H2O equilibration system with its sensors for equilibration temperature and vacuum, and the 24 valves of a manifold for introduction of CO2 sample. Installation, Training, and Acceptance: Installation and training shall occur within forty (40) days of delivery, at a date and time that is mutually agreeable to the Government and Contractor. The contractor shall deliver the IRMS to the U.S. Geological Survey, National Center, Room 5B142, 12201 Sunrise Valley Drive, Reston, VA 20192. To demonstrate acceptance of the analytical performance of the IRMS, either of the following scenarios is acceptable: (1) The instrument shall be connected to the USGS-owned sample-standard changeover valve system having bellow or pistons of the DuPont IRMS, and carbon dioxide shall be analyzed for 8 consecutive dual-inlet analyses of 12 minutes each at the same gas pressure (by compressing the bellows as carbon dioxide is consumed). The IRMS needs to demonstrate a delta oxygen-18 reproducibility (one standard deviation) of 0.018 per mil or better for n = 8 dual inlet measurements. (2) The instrument will be connected to a USGS-owned ThermoFisher Conflo IV peripheral for demonstrating instrument performance. The delta oxygen-18 variation with carbon dioxide gas in a repeated on-off-on-off mode shall be 0.06 per mil or better. If the vendor cannot demonstrate successful analytical performance with either of these methods within 21 days of the initiation of performance demonstration, the USGS reserves that right to have the vendor remove their IRMS, and the USGS reserves the right to award the procurement to another vendor. Warranty: An on-site warranty, for a period of at least one year from date of acceptance, shall be included in this award. Warranty provisions shall include parts and labor. No-cost software support shall be provided for one year from date of acceptance. Capability and Technical Experience - Interested parties should submit capability statement describing adequate training and experience in scientific and technical appropriateness in reference to the potential work to be performed.
