It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract.  Requests for a solicitation will not receive a response.  Responses to this sources sought must be in writing.  The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below.  Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.  Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The Phoenix VA Health Care System (PVAHCS), located at 650 E. Indian School Rd., Phoenix, Arizona 85012 is seeking UPS Battery replacement for the following: The contractor is to supply labor, materials, and equipment to provide the following: Remove and dispose of one hundred-forty-four (144) batteries from UPS MODEL 93PM-160-200 Serial Number EH431UXX03. Provide and install one hundred-forty-four (144) new batteries into UPS MODEL 93PM-160-200 Serial Number EH431UXX03. Remove and dispose of one hundred-forty-four (144) batteries from UPS MODEL 93PM-160-200 Serial Number EH431UXX04. Provide and install one hundred-forty-four (144) new batteries into UPS MODEL 93PM-160-200 Serial Number EH431UXX04. All disposed of batteries are to be recycled and documented. BATTERY TECHNICAL SPECIFICATIONS Cells (per battery) 6 Voltage (per battery) 12 Rating 540 Watts/cell for 15 minutes to 1.67 Volts/cell Weight 43.9 kg (96.7 pounds) Maximum discharge current 800 A (5 seconds) Internal resistance (approximate) 4 mO *Operating temperature range Discharge: -15°C to 50°C (5°F to 122°F) Charge: -15°C to 40°C (5°F to 104°F) Storage: -15°C to 40°C (5°F to 104°F) Normal operating temperature range 25±3°C (77±5°F) Float charging voltage 13.5 Vdc to 13.8 Vdc Shelf life 6 8 months, 25°C. Charge batteries before using. The time interval will be shorter for higher temperatures. Terminal Threaded insert will accept M6x20 bolt Container material Polypropylene, UL 94V-0 Battery Dimensions within 13.5 L X 11 H x 6.7D Vendor shall be an OEM, authorized dealer, authorized distributor or authorized (or certified) reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM, if applicable.  All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.  Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.  Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 335999- ALL OTHER MISCELLANEOUS ELECTRICAL EQUIPMENT AND COMPONENT MANUFACTURING. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail to dennis.cantrell@va.gov. All information submissions shall be received no later than 4:30 PM Pacific Daylight Savings Time on Friday, June 18, 2021. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published.
