Description
Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. DESCRIPTION OF WORK: The Lake George East Stewardship IRSC is part of the Lake George EA Project located in the South Park Ranger District of the Pike-San Isabel National Forest. Work activities for this project are as follows: Cut and remove Included Timber from Contract Area on 251 acres Hand thin and hand pile biomass and non-sawtimber trees on 35 acres Cut/yard/process and deck trees on 93 acres Perform road maintenance on 1.3 miles of road A site visit is scheduled for 06/23/2021 to view the project area and discuss the objectives of this contract.� The meeting will take place at 2:00 PM� at Lake George Work Center, 140 Trail Creek Road, Lake George, CO 80827.� The�Period of Performance is estimated to be from date of award through September 30, 2024. The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project. All Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service � you do not need to pay to register in this system. If your registration is not active, you will not be considered for award. PROJECT LOCATION: The project site is located approximately 1 mile east of Lake George, CO in: T12S, R71W, Sec 21, 28, and 29, 6th PM, Park County, Colorado, on the Pike-San Isabel National Forest, administered by the South Park Ranger District. From Lake George, Colorado at the junction of HWY 24 and Trail Creek Rd (Park CO Rd 94), drive north just past the USFS Lake George Work Center. This is the southwestern corner of the project area. Refer to the Lake George East Contract Area Map for specific unit locations. NAICS Code: 113310 Logging, 115310 Support Activities for Forestry Size Standard: 500 employees for Logging; $8 Million for Support Activities for Forestry, $20.5 Million for Fuel Management and Fire Suppression activities (Average annual receipts for the preceding three fiscal years). NAICS code: 115310 � Support Activities for Forestry � Forest Fire Suppression and Fuels Management Services are two components of Support Activities for Forestry. Forest Fire Suppression includes establishments which provide services to fight forest fires. These firms usually have fire-fighting crews and equipment. Fuels Management Services firms provide services to clear land of hazardous materials that would fuel forest fires. The treatments used by these firms may include prescribed fire, mechanical removal, establishing fuel breaks, thinning, pruning, and piling.
