Description
The General Services Administration (GSA), Federal Acquisition Services (FAS), R6 Assisted Acquisition Services Division (AASD) issued a sole source award to Science Applications International Corporation (SAIC), an Other than Small Business (OTSB), because to do otherwise would cause unacceptable delays in critical services required by General Service Administration (GSA), Information Technology (IT), Personal Property & Travel and Transportation Systems Division hereafter referred to as GSA IT.� Furthermore, only SAIC is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized due to the proprietary nature of the Clearpath system.� �As described in the Justification for and Exception to Fair Opportunity (JEFO), SAIC is the only contractor that can provide services to prevent unacceptable delays in services.� Based on market research, SAIC currently has a contract under the Alliant 2 Government Wide Acquisition Contract (GWAC) and this contract will be utilized. Unisys Federal (hereafter referred to as SAIC) was purchased by SAIC in March 2020 and possesses exclusive resale rights to the Government for SAIC proprietary products and IT and the agency is not currently aware of any authorized resellers.� GSA IT supports two Clearpath Forward servers at SAIC data centers; one production server in Eagan, Minnesota and a development/business recovery server in Salt Lake City, Utah.� The Clearpath mainframe application currently processes 13 major mainframe applications supporting the FAS Fleet, Transportation, Supply Chain, Acquisition, and reporting requirements as well as many minor mainframe applications. The Clearpath system also supports several protocols and computing initiatives.��� R6 AASD issued a TO Request (TOR) on Alliant 2 for Clearpath mainframe application services due to the fact that SAIC has a contract under Alliant 2 and conducting a sole source acquisition under Alliant 2 limits government risk with regard to pricing and performance.� Alliant 2 is a� Best in Class (BIC) GWAC that has been designated by the Office of Management and Budget (OMB) as a preferred governmentwide solution that: 1.� Allows acquisition experts to take advantage of pre-vetted, governmentwide contract solutions 2.� Supports a governmentwide migration to solutions that are mature and market-proven 3.� Assists in the optimization of spend, within the governmentwide category management framework 4.� Increases the transactional data available for agency level and governmentwide analysis of buying behavior The main purposes of this TO are to: 1.� Provide continued product and service support that is essential to maintain the IT needs of GSA application users.� 2.� Allow continued software and security upgrades on the SAIC platform for current technology changes and to prevent cyber security risks. 3.� Provide uninterrupted support needed in the Data Integration efforts to augment GSA FAS Application Modernization and Migration initiatives for GSA applications. The Clearpath system also supports several protocols and computing initiatives. � In accordance with FAR 16.505(b)(2)(i)(A), the agency's need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.� For the time period contemplated for this bridge contract, providing for the continuation of highly specialized services, an award to any other source would result in unacceptable delays in fulfilling the agency's requirements which will impact the milestones of several other projects and contracts.�� The GSA would lose critical capabilities due to a lapse in contract performance and would not be capable of imperative customer solutions and COTS packages that are architected, engineered, developed and maintained by contractor personnel for GSA IT.� The following outlines the impacts across GSA IT priorities:�� IMPACT ON MODERNIZATION. SAIC provides necessary skills and knowledge of proprietary information for seamless integration with the GSA Fleet and FSS-19 Modernization efforts. They actively engage in the Fleet and FSS-19 Modernization programs including the integration of Clearpath Mainframe and FAS Cloud environment for the Advanced Fleet Program (AFP) Application and FSS-19 Modernization efforts. This includes the support for SAIC Data Exchange, SAIC ePortal Developer, Fleet Data Analytics, Fleet Data Migration, Fleet Data Validation, and Fleet mobile apps. � This team works closely with other vendors supporting both Legacy and Application Modernization efforts and it would be impossible for another contractor to deliver and produce in accordance with the requirements in the PWS given the timeline. Furthermore, SAIC is also the linchpin of the Eagan Clearpath Hosting team which likewise includes SAIC Engineering.� Any disruption to the team's support services will have severe impact on several areas including Fleet and FSS-19 Modernization cost and schedule risks which will likewise disrupt timelines on the Modernization Roadmap used for finalizing the Clearpath Hosting Contract. In summary, delays in performance on this requirement will derail many other efforts that are ongoing and will result in timeline disruption among other Government contracts and implementation schedules resulting in cost escalation for Government contracts including Fleet Modernization, FSS19 modernization, and Clearpath Hosting. � GSA IT MISSION CRITICAL SYSTEMS IMPACTED. �The Following systems supported by this TO are mission critical to the GSA Fleet legacy systems and modernization efforts for Advanced Fleet Platform (AFP). Both the Fleet modernization efforts and FSS-19 Modernization Clearpath data pipeline must be extended and supported under this TO. GSA FLEET, AFP CLEARPATH DATA PIPELINE. This data pipeline involves data synchronization between 10 Clearpath databases and corresponding SQL Server databases. It helps to synchronize around 400+ tables between legacy databases on prem and FCS Cloud while the entire AFP modernization depends on the data pipeline and is supported with 24 * 7 operations. The service level agreement (SLA) requirement is 99.99% and because of the unique skill sets needed to maintain this data flow using tools like SAIC Data Exchange, Clearpath DMSII database, the GSA cannot afford any lapse in services. The AFP modernization efforts will be affected if this SLA is not met which will have huge timeline impact for the Fleet business and their modernization roadmap. Developers working on the AFP modernization initiative and without the data feed from this pipeline will interrupt the progress of the modernization project will be either completely stopped or severely degraded. GSA FLEET, CLEARPATH DATA INTEGRATION FOR FLEET DATA ANALYTICS. Fleet Data Analytics is another system maintained under this TO and involves unique and proprietary skill sets around SAIC Clearpath toolsets like MCPSQL, Data Exchange, DMSII, and COBOL. A mission critical business unit called Loss Prevention Team (LPT) within GSA Fleet depends on this solution for fraud detection. Fraud detection is essential for GSA Fleet to make sure GSA will not incur financial loss during fleet leasing operations. The solution built by this team assists LPT with more accurate fraud detection. Around 15 mission critical dashboards are built under this program using hundreds of metrics, attributes and dimensions in data analytics platforms reliant on Clearpath processes. Over four hundred (400) tables are analyzed from nine� (9) databases in Clearpath DMSII to build a data lake in the cloud infrastructure. If the current resources are not able to continue to deliver this task this will� delay fraud detection capability in GSA Fleet operations. GSA FLEET, CLEARPATH MOBILITY.� Fleet Management System to Go (FMS2Go) is a mission critical mobile application running on the Clearpath platform. Around 300+ marshallers and Fleet Service Representatives depend on this mobile app for their business operations in the field. Approximately� 40,000 new vehicles arrive in the Marshalling sites all over the United States for Fleet and the FMS2Go users use this mobile app to take inventory of these vehicles. Moreover thousands of License plates will be scanned using this app. Also this mobile app facilitates more than 40,000 digital signatures for the vehicle inspection and exchange process. SAIC contains the technical skills required to maintain this mobile app on the Clearpath and Android platform. Another mobile app called GSAFleet2Go is also used by around 2000 Fleet end users for their smooth operation of the GSA Fleet vehicles. Moreover, the FMS2Go License Plate Program for� UNICOR (Bureau Of Prisons) is mission dependent on this app for using the prison inmates to scan the license plates. The aforementioned operations are conducted by hundreds of GSA personnel and external entities and their day to day operations will be disrupted with any work stoppage resulting in uncounded loss of productivity and likewise resulting in deteriorated Service Level Agreements. If the support for Clearpath Mobility programs are discontinued or paused, GSA Fleet will incur disruptions in leasing operations. GSA Fleet customers will lose the capability to lease new vehicles or exchange vehicles, and customer experience and delivery will be unacceptable. GSA FLEET, CLEARPATH TOOLSETS. There are sets of Unique Clearpath tool sets supported by SAIC which include the Clearpath ePortal and Clearpath Java tools like MCPSQL. These tools are used by GSA�s Clearpath developer community and are critical to provide tool sets when the Clearpath developer community needs assistance. SAIC�s technology enhances productivity by solving problems that otherwise will affect the productivity of developers. In accordance with FAR 16.505(b)(2)(i)(B), Only SAIC is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized due to the proprietary nature of the Clearpath system.� Additionally, Government�s Federal Supply Service 19 (FSS-19) requires the data pipeline for the FSS-19 which depends on the SAIC�s Clearpath Data Exchange for modernization needs. The data pipeline supports 4 databases with numerous tables to move data from Clearpath On Prem to FCS Cloud. Modernization data requirements from legacy systems are completed using the data pipeline which integrates modernization task functions executed by FSS-19. � Additionally, the SAIC Clearpath Forward system is a proprietary mainframe class system provided to the Government only by the SAIC Corporation and the Government is not aware of any resellers. GSA FAS currently owns two SAIC Libra Clearpath Forward mainframe systems and all FAS applications are managed, stored and controlled within the Clearpath environment using the Master Control Program (MCP) operating system, its compilers, Database Management System (DBMS), and Work Flow Language (WFL). The Clearpath system currently processes 13 major mainframe applications supporting the Federal Acquisition Service (FAS) Fleet, Transportation, Supply Chain, Acquisition, and reporting requirements and many minor mainframe applications. Many of these applications utilize JBOSS mainframe server software. JBOSS application server software is used for GSA IT Java applications configured to run on the Windows part of the Clearpath Forward mainframe and incorporates Clearpath Forward specific resource adapters i.e. JDBC drivers and ClearPath Forward application integration tools that support integration between Clearpath MCP & JAVA.� These applications are proprietary information technology only provided to the Government by SAIC and the Government needs integrated application services, and not a standalone JBOSS environment which requires the use of proprietary software integration from SAIC services to conduct required maintenance and migrations to allow continued software and security upgrades on the SAIC platform allowing the Government to stay current with technology changes and maintain a secure and stable platform. Continued product and service support is essential to maintain the information technology (IT) needs of GSA application users and only the use of SAIC maintenance services can continue current interoperability of the existing Clearpath mainframe applications� due to proprietary issues.
