Description
NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD) in Norfolk, VA, , intends to negotiate a sole source contract modification to extend the ordering period under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Gulfstream Aerospace Corporation for the Office of Marine and Aviation Operations (OMAO), Aircraft Operations Center (AOC) Gulfstream IV-SP (G-IV) using the procedures in FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items.. The contractor�s mailing address is located at Mailstop R-4B, PO Box 2206, Savannah, GA 31402. The additional one-year ordering period will provide full service maintenance support and services for the extensively modified NOAA G-IV (S/N 1246). � Background The NOAA/OMAO/AOC owns and operates a Gulfstream IV-SP, S/N 1246 and Federal Aviation Administration (FAA) registration N49RF, for the purpose of high altitude weather research. The primary mission is for tropical cyclone surveillance, research, and reconnaissance during the hurricane season starting 01 June and ending 30 November every year. The aircraft is based at Lakeland Linder Regional Airport in Lakeland, FL, and operates world-wide in tropical, as well as Arctic, environments. The aircraft was purchased new in 1995 and underwent several scientific and instrumentation modifications to meet NOAA�s mission requirements. The aircraft has a unique configuration and is unlike any commercially available Gulfstream IV-SP. NOAA/OMAO/AOC requires Gulfstream Aerospace Corporation to perform required maintenance for its Gulfstream IV-SP (S/N 1246) and additional 24-hour/7-days a week support for unscheduled maintenance and Aircraft On Ground (AOG) occurrences as currently provided under the IDIQ 1305M219DNMAN0009. Information The North American Industry Classification Code (NAICS) for this acquisition is 488190, Other Support Activities for Air Transportation, with a business size standard of $35.0 million. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on June 18, 2021. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will also be considered for the purpose of determining whether to conduct a competitive procurement in the future. A submitted statement of capabilities must include evidence of the firm�s ability to provide the required services at the locations and within the timeframes/schedule specified in the current IDIQ contract. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
