- Synopsis: Notice of Intent to Award a Sole-Source Contract Announcement Number: NM-AN2120-21-01346 Project Title: Fabrication, delivery, and install of new collar for FRB 2307 for NOAA Ship Reuben Lasker. NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Maurer Marine Inc., of Costa Mesa, CA for the replacement of collar for 2012 Zodiac Hurricane H 753 HIN CA-XDC75437E212 with a collar of the same design; removal of the existing collar; and the cleaning and inspection of the hull under collar, collar track, and mounting points. Sole Source Justification The sole source determination is based on the requirement of the NOAA Ship Reuben Lasker that the collar properties and engineering design specifications are proprietary and cannot be provided by another manufacturer. The vessel was designed and built by Zodiac MILPRO and the specific components of the vessel, which are integral to its performance and stability, are custom made by Zodiac.� Maurer Marine Inc. is the authorized distributor and installer of this equipment in this region. � Special Notice This notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses can be sent via e-mail to Isaac.bright@noaa.gov. �A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 1200 PM EDT on June 24, 2021.� The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.� All electronic correspondence shall have the subject line read:� Announcement Number: NM-AN2120-21-01346 Project Title: Fabrication, delivery, and install of new collar for FRB 2307 for NOAA Ship Reuben Lasker. NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
