- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Physical Sciences Laboratory (PSL), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Prosensing Inc, to provide support to the WSRA (Wide Swath Radar Altimeter) operations on the NOAA P-3 in preparation for and during the 2021 Hurricane Season, approximately July through December, 2021. Work to be done in various�locations around Florida. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that the required support can only be provided by ProSensing. They designed and built the hardware and developed the software for the WSRA under a NOAA SBIR contract. SBIR Title: Operational Wide Swath Radar Altimeter Phase I � contract # DG133R05CN1194; Phase II � contract # DG133R06CN0204. At this point, this complex instrument is one of a kind and ProSensing is the only company with sufficient knowledge of the instrument to be qualified to repair, test, and operate it. The design and software are considered intellectual property of ProSensing. Period of Performance is from Date of Award through December 31, 2021. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
