- Description
- The Department of Homeland Security (DHS), Federal Emergency Management (FEMA) intends to procure contractor support services on a sole-source basis for a Scientific Resolution Panel (SRP) capability. Independent panels of experts are required from time to time to review technical or scientific data submitted by community officials that tends to negate or contradict the information upon which FEMA has based proposed changes to Base Flood Elevations (BFEs) and Special Flood Hazard Areas (SFHAs) in the flood mapping and study process. FEMA is required to make such panels available by 42 U.S.C. 4104-1, pursuant to authority provided under 42 U.S.C. 4104(e) and historically implemented by FEMA under 44 CFR Part 67.
