NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the NASA/KSC to post a Draft Performance Work Statement (PWS) to solicit responses from interested parties.� This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.�� The Consolidated Operations, Management, Engineering & Test (COMET) contract will succeed KSC�s Test and Operations Support Contract, or TOSC.� COMET will provide services for managing John F. Kennedy Space Center's (KSC) launch infrastructure and will provide ground processing for NASA Programs.� COMET services include operation, maintenance and processing of complex launch-related ground systems that require skilled engineering and integrated management.� COMET will provide engineering; ground system development; flight vehicle/spacecraft processing; and launch, landing, and recovery operations for the following Exploration Systems Division (ESD) programs: Exploration Ground Systems, Space Launch System, and Orion Programs.� This contract will provide services to other NASA programs, commercial ventures, and partnerships at KSC. Requirements contemplated are included in the attached Draft PWS and are based on the best information available at the time of publication and is subject to revision. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.� The Government may not respond to comments submitted. The comments may be used to support the development of the COMET contract requirements.�� Responses should not include proprietary or confidential information; however, if proprietary data is included in a reply, it is to be marked as such. All comments shall be documented on the attached �Industry Comment Form� and shall be submitted electronically via email to the Contracting Officer, Christina Johnsen, at KSC-Comet-Team@mail.nasa.gov by no later than May 21, 2021 at 5:00 P.M EDT.� The Government will provide respondents an opportunity to meet with the COMET Requirements Development Team (RDT) via conference call to facilitate industry comments for the COMET Draft PWS.� Industry one-on-one sessions will be scheduled from May 24 through June 4, 2021.� The purpose of these one-on-one meetings is to provide an opportunity for respondents to verbally communicate their comments regarding the Draft PWS.� Respondents may ask questions during the one-on-one meetings; however, all questions received and information provided by the Government will be made available to all interested parties via https://beta.sam.gov/.�The Government invites respondents to contact the Contracting Officer at KSC-Comet-Team@mail.nasa.gov no later than May 17, 2021 at 5:00 P.M EDT to schedule an industry one-on-one meeting. You are requested to provide the names of each individual who will attend, their company affiliation, and position or title when requesting a one-on-one meeting.� Once all requests are confirmed, the Government will provide instructions to each registered company on how and when to participate in the one-on-ones.
