N4008521R2503, INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) CONTRACT FOR MULTI-DISCIPLINE ARCHITECT-ENGINEER (A-E) SERVICES IN SUPPORT OF LARGE WATERFRONT PROJECTS PRIMARILY IN THE HAMPTON ROADS AREA OF VIRGINIA Description: ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM SF 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSALS (RFP) PACKAGE TO DOWNLOAD. This procurement will result in one IDIQ contract for multi-discipline A-E services for waterfront planning, design, construction, renovation, rehabilitation, and repair projects located within the Naval Facilities Engineering Command, Mid-Atlantic (NAVFAC MIDLANT), primarily in Hampton Roads Area of Responsibility (AOR) including Joint Expeditionary Base Little Creek-Fort Story, Virginia Beach, Virginia; Naval Station Norfolk, Norfolk, Virginia; Naval Air Station Oceana and Dam Neck Annex, Virginia Beach, Virginia; Naval Weapons Station Yorktown-Cheatham Annex, Yorktown, Virginia; Norfolk Naval Shipyard, Portsmouth, Virginia, and may also include work in in other NAVFAC AORs and (rarely) worldwide. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a five year ordering period. The total fee for the contract term shall not exceed $95,000,000. The guaranteed minimum for the contract term is $5,000 and will be satisfied by simultaneous award of the initial task order with the basic contract. �If an initial task order cannot be awarded with the award of this IDIQ, then the minimum guarantee will be satisfied with a task orde for $5,000.� Firm-fixed price task orders will be negotiated for this contract. There will be no dollar limit per task order and no dollar limit per year. The estimated start date is December 2021. This proposed contract is being solicited on an UNRESTRICTED basis. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541330, Engineering Services, and the Small Business size standard is $36,500,000. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria. Comprehensive A-E services are required for planning, design, construction, demolition, alteration, renovation, rehabilitation, and repair of waterfront projects. Projects on this contract are typically large military construction or major maintenance type projects ranging in estimated construction cost from $50M to $300M, some projects maybe larger or smaller than this range.� Projects may include single or multiple disciplines, including, but not limited to, structural, ocean, naval, civil, mechanical, electrical, architectural, planning, environmental, fire protection, security, cost estimating, geotechnical. The types of waterfront projects may include but not limited to piers; wharves; quay walls; dry docks; bulkheads; crane rail systems; fender systems; berthing and mooring; dredging; coastal and shoreline protection; waterfront utilities for shore support of berthing vessels and for performing operations on piers/wharfs. �Utilities may include but not limited to steam; low and high pressure compressed air; fresh water; salt water; pure water; sanitary sewer; oily waste water collection; fuel; high voltage to low voltage electrical; fire protection and alarm systems; control systems; lighting; and communications (telephone, television, fiber optics, cyber security, Supervisory Control and Data Acquisition (SCADA), and local area network (LAN)). Work may also include A-E design and engineering services for projects ancillary to waterfront projects, such as: buildings; roads; parking areas; railroads; bridges; culverts; foundations; retaining walls; underground structures, etc.. Engineering services may include but not limited to engineering investigations, failure investigation with destructive and non-destructive testing; seismic evaluation and retrofit ; progressive collapse analysis; blast resistant design; civil engineering, survey; engineering studies. Specific types of A-E services that may be required under this contract include: facility planning and project development; engineering studies; development of conceptual designs; development of design-bid-build packages; development of design-build Request for Proposal (RFP) packages; preparation of cost estimates using unit guidance and parametric cost estimating; development of alternatives and economic analysis; facility condition assessment; vessel collision analysis; wave analysis; field investigations (including utility and geotechnical); surveying and mapping; geotechnical investigations; soil sampling and testing; underwater inspections; engineering inspections; consultations; energy computations; obtaining permits and regulatory approvals; environmental investigation and consultation; hazardous materials testing and identification; review of contractor submittals, field consultation and inspection during construction; Operation and Maintenance Support Information (OMSI); as-built drawing preparation; Functional Analysis Concept Development (FACD)/design charrette/other design and construction related workshops and meetings; Title II services; and incorporation of sustainable engineering design practices. Facility planning and project development includes: planning studies; project programming documents (DD Form 1391 development); developing of requirements; preparing engineering evaluations; project scope; unit guidance or parametric cost estimating; cost valuation surveying; development of alternatives and economic analysis; analysis of proposed sites for foundations; utilities; access; constraints and identification of environmental issues; concept and site sketches; recommendations on potential utilities impacts; sustainable features; and may require enhancement of previously prepared basic documentation. DD Form 1391 documentation will be required to be prepared in the Navy's Electronic Procurement Generator (EPG). A-E firms are required to prepare cost estimates utilizing Micro Computer Aided Cost Estimating System (MCACES) MII estimating, specifications in the SPECSINTACT program, design-build RFPs utilizing NAVFAC Design-Build Masters, and drawings in AutoCAD (2016 or higher) utilizing the National CADD Standards format with NAVFAC specified modifications. 3D and BIM modeling may also be required. Selected firm will be required to provide documents in PDF format. Final documents will require electronic signatures following the NAVFAC signature process and using required software. All projects will require design in the metric system (SI), unless specifically exempt. As defined by paragraph 1-5 of UFC 3-600-01, Fire Protection Engineering for Facilities, this contract will require the services of a licensed fire protection engineer or sub-consultant. A-E firms or others under contract or providing services to NAVFAC may request software installation packages from NAVFAC Atlantic CI Cost. The A-E is to send an email to NAVFAC-CI-Cost@navy.mil with the following in the Subject Section ""MII License Request"".� Software is generally distributed to A-Es free of charge; however, accompanying database licenses must be purchased and licensed as appropriate by the user. Asbestos and/or lead-based paint assessments may be required on this contract to determine the presence of hazardous material during removals/demolition or at utility points of connections. Work on and around waterfront structures, including under deck and underwater, and work in confined spaces may be required on this contract.� A-E firms must be able to accept work that involves asbestos, lead paint, poly-chlorinated biphenyls (PCBs), and other hazardous materials, work on and under waterfront structures, and in confined spaces. All engineering and design services shall comply with the most current edition of FC 1-300-09N Design Procedures, and other requirements as indicated on the Whole Building Design Guide (WBDG) Web Site (www.wbdg.org). Selected A-E firm is required to have online access to web-based support programs and email via the internet for routine exchange of correspondence/information. A-E firm is required to submit and maintain an A-E Accident Prevention Plan (APP) in accordance with USACE EM 385-1-1 for each project on this contract and Activity Hazard Analysis (AHA) for each in-field action. Key personnel, including sub-consultants, must be U.S. citizens and able to obtain security clearances as required. In accordance with the FAR 36.601-4(b), the A-E firm must be a registered/licensed architectural and/or engineering firm to be eligible for award. Provide proof that firm is permitted by law to practice the professions of architecture or engineering, (e.g., state registration number, or a brief explanation of the firm�s licensing in jurisdictions that do not register firms, etc.). Failure to submit the required proof could result in a firm�s elimination from consideration. A-E firms are advised that the selected firm, its subsidiaries or affiliates, and its sub-consultants which design, prepare, or provide engineering services in support of construction contract documents cannot provide construction services for the same contract. This includes concept design, preparation of project programming documents (DD Form 1391), facility siting studies, environmental assessments, geotechnical services, engineering studies and services, design-build RFPs, or other activities that result in identification of project scope and cost. The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term. The Organizational Conflict of Interest restrictions described herein shall apply to the awardees and their affiliates, consultants and sub-consultants under this contract.� If the Contractor under this contract prepares or assists in preparing a statement of work, specifications and plans, the Contract and its affiliates shall be ineligible to bid or participate, in any capacity, in any contractual effort which is based on such statement of work or specifications and plans as the prime contractor, subcontractor, consultant of in any similar capacity.� The Contractor shall not incorporate its products or services in such statement of work or specifications unless so directed in writing by the Contracting Officer, in which case the restrictions shall not apply.� This contract shall include this clause in its subcontractor�s or consultants� agreements concerning the performance of this contract. � Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF 330 submittal. Elaborate presentations are not desired. SF-330 SUBMISSION REQUIREMENTS: A-E firms desiring to be considered for this contract must submit a completed SF 330 package electronically and by mail via the carrier of their choice. �The instructions for both the electronic submission and hardcopy submissions are provided below. The SF 330 shall be typed, one sided, at least 11 point Times New Roman or larger. Part I shall not exceed 100 single-sided 8.5 by 11 inch pages (the page limit does not include ISRs, certificates, PPQs, licenses, or the draft subcontracting plan, as required by the Small Business Subcontracting criterion, nor does the page limit include cover sheets or dividers, provided that these do not contain any substantive information submitted in response to the synopsis or intended to demonstrate the qualifications of the firm). Part I pages shall be numbered sequentially. The organizational chart of the proposed team (Section D of the SF-330) showing the names and roles of all key personnel listed in Section E with the associated firm as listed in Section C, may be one page single sided 11 by 17 foldout, using 11 point font or larger (font limitations do not apply to graphics, captions or tables).� Introductions shall be included in Sections E and F. Please include your DUNS, CAGE, and TIN numbers in Block 30 of the SF 330. **The Government will not consider information submitted beyond the page limits set forth below.** Electronic submission of proposals will be required in accordance with the following: A-E firms shall send their Electronic Proposal submission to Michelle Corsino at michelle.a.corsino@navy.mil through the DOD Safe Site (safe.apps.mil). Further guidance is provided below for submission of hard copy submissions. The A-E firm shall send the contract specialist, Michelle Corsino, the firm�s email address who will be receiving the Drop-Off invitation to upload proposals to the DOD Safe Site no later than 10 June 2021 by 1400, unless that date and time are changed via modification to this Synopsis. The Contract Specialist, Michelle Corsino, will �Request a Drop-Off� through DoD SAFE utilizing the provided firms�s point of contact email address. The recipient will receive an automated email containing the information for the request and instructions for uploading. If you do not receive an email containing drop off instructions 2 days before your submission due dates, please contact the Contract Specialist, Michelle Corsino. Only the identified POCs will be able to drop-off submissions in DOD SAFE. Failure to provide accurate POC information will preclude the firm from using DoD SAFE. Note: two email addresses shall be provided per firm.� To submit the SF330, the firm will utilize the link provided in the automated email to take you to DoD SAFE at https://safe.apps.mil. The system will allow for inclusion of a short note to the Recipient and then the firm will click to add files or drag and drop them. Click �Drop-Off Files� to send the files to the recipient. You should receive a notification on the site �Drop-Off Completed� �Your files have been sent successfully.� Please keep this for your records. The file(s) are uploaded and an email will be sent to the recipient notifying them of the �drop-off�. [Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of any submission must be completed no later than the due date and time, unless the date and time are changed via modification to this synopsis, using the link sent by the contract specialist. The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any SF330 submission.� Firms shall allow adequate time to upload files, which may be slower for non-DoD users, and to avoid other technical difficulties that may be encountered. Firms are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of firm. The maximum file size of a package is 8 GB. Up to 25 packages may be uploaded per link. It is the sole responsibility of the firm to obtain this synopsis and any attachments, along with any modifications, from Opportunities (www.beta.sam.gov). Hard Copy submission of proposals will be required in accordance with the following: The HARD COPY SF330 submissions shall be delivered by MAIL ONLY within 4 business days of the due date for electronic submission. �Firms should check with their intended courier to ensure they have the proper identification credentials to access Naval Station Norfolk.� NOTE: Hard copy SF330s shall mirror the electronic versions submitted. In the event of discrepancy between the electronic and hard copies, the electronic copy received by the due date and time will be the governing document. Hand delivered proposals will not be accepted. Interested firms shall submit one (1) hard copy of the SF330 and 2 PDF CDs properly bookmarked for ease in navigation. Firms must submit proof that they are permitted by law as required by FAR 36.601-4(b). If a firm is in a jurisdiction that requires AE firm registration, the firm must provide proof of registration. If a firm is in a jurisdiction that does not require AE firm registration, the firm must provide proof eligibility to practice (e.g., a summary explaining eligibility under the laws of that jurisdiction). Failure to submit the required proof could result in a firm�s elimination from consideration. � ** FIRMS WHO ARE OFFERING AS A JOINT VENTURE SHOULD INCLUDE WITH THEIR SUBMISSION A COPY OF THE JOINT VENTURE AGREEMENT. FAILURE TO INCLUDE THE JOINT VENTURE AGREEMENT WILL RESULT IN THE FIRM�S ELIMINATION FROM FURTHER EVALUATION. � If an SF 254/SF 255 is submitted for this solicitation, it will not be reviewed or considered. As required above, provide verifiable evidence that your firm is permitted by law to practice the professions of Architecture or engineering (e.g., state registration number). All contractors are advised that registration in System for Award Management (SAM) Database is required prior to award of a contract. SELECTION CRITERIA: Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm�s evaluation or disqualify the firm from further consideration. Evaluation criteria (1) through (4) are considered most important and are equal among themselves; criteria (5) through (7) are of slightly less importance and are equal among themselves; criteria (8) is of the least importance and will be used as a tie-breaker among technically equal firms. Specific selection criteria include: Specialized Experience Professional Qualifications and Technical Competence Past Performance Quality Control Program Management and Capacity Firm Location Commitment to Small Business Volume of Work Criterion 1 �Specialized Experience (SF 330, Part I, Section F): � Firms will be evaluated on specialized experience in performance of services similar to those anticipated under this contract through evaluation of experience in: Waterfront structural design utilizing relevant criteria, including, but not limited to, UFC 4- 152-01, 4-152-07, 4-159-03, 4-213-10, and MILSTD 1625D; Conducting on-site design development workshops and functional analysis; Demonstrated ability to design to project budget and schedule; Experience preparing design-bid-build RFP packages; Experience preparing design-build RFP packages; and Designing projects that demonstrate experience with Virginia codes, laws and permitting procedures. Firms may be considered more favorably by demonstrating the following: Experience on multiple waterfront facility types including: piers; wharves; quay walls; dry docks; bulkheads; or other water-retaining structures, specifically designed to accommodate surface and sub-surface vessel maintenance and berthing. Demonstrated design at Navy facilities within the primary geographic area of the contract. Demonstrated experience specific to Navy facility projects, demonstrating capability of A-E firm and individual design team members (A-E staff, key personnel, sub-consultants) to work within the Navy project planning process including: DD 1391 development in the Navy�s Electronic Procurement Generator (EPG), DD 1391 validation procedures including cost validation. Demonstrated experience using the MII cost estimating software. NOTE:� Project examples with only inspection and condition assessment effort and associated report, do NOT demonstrate specialized experience and will NOT be considered services similar to those anticipated under this contract. Required item 2: Only projects demonstrating charrette or Functional Analysis Concept Design (FACD) workshop effort with varied stakeholder groups with multiple concept presentations will be considered services similar to those anticipated under this contract. Required item 5: Clearly define the professional service role in relationship to the owner. Specifically for Design-Build projects, whether sub- contractor for Prime construction contractor or Prime on Design-Build in role of Designer of Record (DOR) or if Design-Build Preparer. Only experience where firm prepares the design-build RFP package will be considered services similar to those anticipated under this contract for required item 5. Submission requirements: Provide up to a maximum of eight (8) projects completed (project completion to be defined below) within the past seven (7) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. Sufficient information to determine the date of completion of the project must be included in the project description or the project will not be considered. If more than the maximum number of projects is submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted. NOTE: Date of project completion is defined as date of final design acceptance by client. For Full Design Projects, date of project completion is the date of final signed sealed plans & specifications to client. For DB RFP Preparation, date of project completion is the date of final RFP documents submission. For DB RFP representing Contractor as DOR, date of project completion is the date of final design acceptance to client. For Design Development/DD1391 and Studies/Investigations, date of project completion is the date of final submission of design development/DD1391 and/or report. A project may not be considered if insufficient information is provided to clearly show the date of completion. All projects provided in the SF 330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the DUNS number along with each firm name in the SF 330 Part I, Section F, block 25, �Firm Name� include a contract number or project identification number in block 21. Include an e- mail address and phone number for the point of contact in block 23(c). In block 24, include in the project description the contract period of performance, date of project completion (MM/DD/YEAR), award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration. In block 25, clearly define professional service role in relationship to the owner. NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted; however, if there are no projects performed by the joint venture, projects must be submitted for each joint venture partner, not to exceed a total of eight (8) projects. Firms failing to provide projects from all joint venture partners will be considered to have not met the requirements of the criterion. Projects shall be submitted on the SF 330 at Part I, Section F and shall be completed projects. Projects not completed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or stand-alone contract awards that fit within the definition above. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated. All information for Criterion 1 should be submitted in the SF 330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part I, Section F in the evaluation of Criterion 1. � Criterion 2�Professional Qualifications and Technical Competence (SF 330, Part I, Sections E & G): � Firms will be evaluated on professional qualifications, competence, and experience of the proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects in the SF 330, Part I, Section G. Key personnel are individuals who will have major� contract� or� project� management� responsibilities� and/or� will� provide unusual� or unique expertise. Specific disciplines that must be included in key personnel are Quality Control personnel; Project Managers; Civil; Structural; Mechanical; Electrical; Fire Protection; Geotechnical and a licensed Fire Protection Engineer is required. Firm must state that key personnel, including sub- consultants, are U. S. citizens and able to obtain security clearances as required. Submission Requirements: SF 330, Part I, Section E - Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Resumes are limited to one page and should indicate: professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (within the past 10 years) project-specific experience in work relevant to the services required under this contract; and indicate proposed role in this contract. Indicate participation of key personnel in example projects in the SF 330, Part I, Section G. Criterion 3�Past Performance (SF 330, Part I, Section H): � Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or CPARS/ACASS for Criterion 1 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. Submission Requirements: SUBMIT A COMPLETED CPARS/ACASS EVALUATION FOR EACH PROJECT UNDER CRITERION 1. IF A COMPLETED CPARS/ACASS EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ) (Attachment (A)) included in this notice is provided for the firm or its team members to submit to the client for each project included under Criterion 1�Specialized Experience. DO NOT SUBMIT A PPQ WHEN A COMPLETED CPARS/ACASS IS AVAILABLE. IF A CPARS/ACASS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (A), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Michelle Corsino, via email at michelle.a.corsino@navy.mil, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A-E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1�Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed two double-sided pages (or four single-sided pages) in total. Criterion 4�Quality Control Program (SF 330, Part I, Section H): � Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract, and means of ensuring quality services from their consultants/subcontractors. Maximum of 5 pages (one-sided) for Criterion 4 response. Offeror who exceed the page limit, the first 5 pages will be evaluated and pages after page 5 will not be evaluated. Submission Requirements: Describe the quality control program that will be utilized for all deliverables of this contract and the management approach for quality control processes and procedures. The description shall: Explain the quality control program including an example of how the plan has worked for one of the projects submitted as part of Criterion 1 or how the plan will work if it has not been used previously. Provide a quality control process chart showing the inter-relationship of the management and team components. Describe specific quality control processes and procedures proposed for this contract to achieve technical accuracy of and assurance of overall coordination of plans and specifications, and engineering and design services. Identify the quality control manager and any other key personnel responsible for the quality control program and a description of their roles and responsibilities. Describe how the firm�s quality control program extends to management of subcontractors. Criterion 5�Program Management and Capacity (SF 330, Part I, Section H): � Firms will be evaluated on the firm�s ability to plan for and manage work under the contract, the capacity to accomplish the work in the required time.
