- Pre-Solicitation Event - Date Change This notice serves to amend the date for the virtual Pre-Solicitation event in support of the Dual Band Decoy (DBD) Engineering, Manufacturing, and Development (EMD) Solicitation FROM 11 May 2021 TO 12 May 2021. Industry members who have already registered DO NOT need to register again. Pre-Solicitation Event This notice serves to announce the Government's intent to hold a virtual Pre-Solicitation event in support of the Dual Band Decoy (DBD) Engineering, Manufacturing, and Development (EMD) anticipated Solicitation. The purpose of the virtual Pre-Solicitation event is to answer questions and provide clarification regarding the DBD EMD Solicitation. The Government released the DBD EMD Draft RFP on 16 April 2021 and anticipates releasing a Final RFP in late May / early June 2021.��This notice is issued to facilitate scheduling and planning for industry.� The Government will hold a virtual group industry session to provide and discuss information relative to the Draft Solicitation.��Questions are permitted in the group session.��Following the group session, the Government will hold one-on-one virtual sessions with individual prime contractor teams, the purpose of which is to afford the prime contractor teams the opportunity to ask additional questions pertaining to the DBD EMD Draft Solicitation. The DBD EMD Pre-Solicitation event will occur on 11 May 2021 as a virtual event. This event will include: 1. Group industry session- consisting of a Government Brief and Q&A (0900 to 1100). This session is unclassified. 2. One-on-one prime contractor team sessions to commence following the group session (starting at 1300).� These sessions will also be unclassified. Interested industry members must register for the DBD EMD Pre-Solicitation event NO LATER THAN 7 May 2021. Registration Instructions Requests for either the virtual group industry session or a virtual Prime one-on-one session must be submitted to Shannon Buckalew, shannon.buckalew@navy.mil.� The request shall include an attendee roster (attendee name, organization and address, email address, and phone number) and should clearly identify if the request is to attend the virtual group industry session, a virtual prime one-on-one session, or both. Please note that both the group industry and one-on-one sessions will be limited to 10 individuals per prime contractor team. With respect to the one-on-one session requests, contractors will be assigned specific times based upon the order of receipt of the requests. �Each one-on-one session will be limited to 1.5 hours in length.� Specific details to access the virtual sessions will be provided after requests have been received. Information presented by the Government, including questions and responses covered during the group session, will be made available to all participants via the DBD EMD technical library.��Please note, however, that the Government will protect contractor proprietary information from release to other prospective DBD EMD offerors, including proprietary information exchanged during the one-on-one sessions.��Any contactor submitting information or questions that it deems proprietary or ""competition sensitive"" must clearly identify that information. With respect to written information and questions, as necessary, the Government will communicate directly with the contractor to ascertain the rationale for its assertions. Should the Government concur with the contractor's assertion, said information will be withheld from all other contractors. Should the Government not concur with the assertion, it will advise the contractor of such and may offer them the opportunity to withdraw the question or comment. Alternatively, the Government may elect to develop a non-proprietary or ""non-competition sensitive""�version of the question or comment to post to the technical library. Additionally, the Government would like to clarify that all written comments or questions on any of the DBD EMD Draft RFP documents are due to Government by 14 May 2021.� Comments or questions submitted prior to 14 May 2021 are preferred. This announcement DOES NOT constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any contractors or entities that respond to this announcement. Additionally, any costs incurred by interested contractors in response to this announcement will NOT be reimbursed and are NOT considered allowable direct charges to other contracts or tasking.� Attendance is voluntary and is not required to propose to the anticipated DBD EMD solicitation.�For further information regarding this requirement (and access to the DBD EMD technical library) please reference previous BetaSAM Presolicitation Notice N0001921R0050. Further details will follow via BetaSAM.� Background The DBD system is designed to replace the AN/ALE-50 Advanced Airborne Expendable and AN/ALE-55 Fiber Optic Towed Decoy, which will have expanded Radio Frequency (RF) performance. Information/Requirement This notice constitutes a DRAFT NAVAIR Solicitation. The NAVAL AIR SYSTEMS COMMAND (NAVAIR) is issuing a full and open DRAFT solicitation for a Cost Plus Incentive Fee (CPIF) contract for the Dual Band Decoy (DBD) Engineering Manufacturing Development (EMD) phase of the DBD Program. It is anticipated the contract will include engineering to design, develop, integrate, test, and produce the DBD as well as production options. The DRAFT solicitation and all attachments are posted to the DBD Technical Library. To inquire about gaining access to this technical library, please contact the announcement POC. NAVAIR intends to make best efforts to respond to questions regarding this DRAFT solicitation that are received by 7 May 2021, however NAVAIR reserves the right to not respond to some questions. Please submit questions to the POC provided via this notice. NAVAIR responses will be provided via beta.SAM posting. A presolicitation conference is anticipated to follow the release of this DRAFT RFP. Additional information will follow.
