Description

This is a synopsis for noncommercial items prepared in accordance with FAR 5.204 as supplemented additional information included in this notice. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to issue a Request for Proposal (RFP) and resulting a five-year competitive ID/IQ contract with Firm Fixed Price (FFP) �line items to the Lowest Priced Technically Acceptable Offeror. This procurement is being processed as a small business set-aside basis. The North American Industry Classification System (NAICS) Code for this acquisition is 334511. The Small Business Size Standard is 1,250 employees. The resulting contract is for the procurement of �Mk 48 torpedo shapes used for certification of submarine weapons launching systems to the new construction shipyards and the Fleet. The Mk 48 Mod 7 Reconfigurable Test Shape (RTS) is a new design Mk 48 torpedo shape that will be used to certify the launcher systems on COLUMBIA and VIRGINIA Class platforms. NUWCDIVNPT intends to purchase the following items: CLIN 0001: Material and Hardware (Firm Fixed Price) CLIN 0002: Data (Not separately priced) Period of performance of CLINs 0001 through 0002 is five years from date of contract award. Place of performance is contractor's facility. The anticipated solicitation release date is 14 July 2021. The resulting contract will be an indefinite delivery, and indefinite quantity contract with Firm Fixed Price provisions. The anticipated source selection evaluation criteria will consider technical capability, past performance, and price. The specific evaluation criteria will be outlined in the solicitation. The closing date for receipt of proposals will be established in the RFP. Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 is applicable. In order to be considered for an award, the Offeror shall have a current assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) (see 252.204-7020) for each covered contractor information system that is relevant to the offer, contract, task order, or delivery order. The Basic, Medium, and High NIST SP 800-171 DoD Assessments are described in the NIST SP 800-171 DoD Assessment Methodology located at https://www.acq.osd.mil/dpap/pdi/cyber/strategically_assessing_contractor_implementation_of_NIST_S 171.html The Offeror shall verify that summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) are posted in the Supplier Performance Risk System (SPRS) (https://www.sprs.csd.disa.mil/) for all covered contractor information systems relevant to the offer. (2) If the Offeror does not have summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) posted in SPRS, the Offeror may conduct and submit a Basic Assessment to mailto:webptsmh@navy.mil for posting to SPRS in the format identified in paragraph (d) of this provision. The anticipated award date of RFP#: N66604-21-R-0607 is expected to be awarded late in 1st Quarter or early 2nd Quarter of FY�22. The synopsis is not a request for competitive proposals. Additional details will be released upon issuance of Solicitation N66604-21-R-0607. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below. This is NOT an RFP. This notice shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract.
