- This is a SOURCES SOUGHT NOTICE. No proposals are being requested and none will be accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. The purpose of this notice is to gain knowledge of potential and interested qualified business concerns capable of performing Heavy Civil Construction in the Bonner County, Idaho area. The purpose of this notice is to access the market�s capability, to determine the acquisition strategy, and to measure the interest of Small Businesses (SB), 8(a), Woman Owned Small Business (WOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of 237990 ""Other Heavy and Civil Engineering Construction"" (Size Standard of $36.5 Million) for the subject opportunity. It is anticipated that a solicitation announcement will be published on SAM.gov in Summer 2023. The estimated magnitude of this project is $50,000,000 to $100,000,000 with an estimated construction duration of 2 years. Summary Scope of Work (SOW): The US Army Corps of Engineers, Seattle District is seeking a construction contractor to execute the construction of a Fish Passage Facility at Albeni Falls Dam, Bonner County, Idaho. The proposed project is to construct an upstream �trap and haul� fish passage facility at Albeni Falls Dam (AFD); downstream passage will occur through the spillway and powerhouse. The planned facility includes an entrance structure designed to discharge approximately 300 cubic feet per second (cfs) with two vertical slot entrances, a gravity water supply system, a Half Ice Harbor ladder consisting of approximately 19 pools, a pre-sort pool, a fish lock for lifting fish, a sorting area, and a truck loading area. The operation is anticipated to be year-round, excluding the warmest month of August when temperatures exceed lethal thresholds for bull trout and during winter periods of river or facility ice-over. The facility is designed to operate between tailwater elevations from 2,030 feet to 2,048 ft. The gravity water supply can operate at forebay elevations as low as 2,047 ft and forebay-tailwater elevation differentials as low as 4 ft. The construction activities may include the installation of isolation devices, like a cofferdam or equivalent, delivery of materials and equipment by trucks or a barge, drilling and blasting of rock (both in and out of the water), placement of piles, and the curing of concrete for the assembly and attachment of the parts. The assembly of most of the structure will take place on land; however, construction of the entrance structure and parts of the auxiliary water intake may need to occur from a floating barge. The staging areas will be coordinated with AFD personnel. Limited laydown areas will be located on the right abutment within and adjacent to the Corps employee parking area. In general, access to the Project site will be from two areas: (1) barges working in the tailrace or forebay, and (2) the right abutment through the Corps access gate, parking area, and over the powerhouse intake deck. River access will be required to construct the fishway entrance as well as the auxiliary water supply intake structure. Access to the remaining project elements will be from the right abutment off U.S. Highway 2 via the dam access road. �Please see the attached document (Attachment 1) which provides the preliminary layout of the major features of work.� The construction of this project will have constraints which include but are not limited to:� Seasonal work windows, blasting requirements and construction work taking place alongside an active Hydroelectric dam while the dam continues to operate normally.� For additional information and details on the project and potential constraints, the Biological Opinion can be found at the following location: https://www.fws.gov/idaho/documents/BOs/AFD%20passage%20FINAL%20signed%20BO.pdf The Seattle District is soliciting feedback from industry as part of our market research efforts associated with this acquisition. The Corps of Engineers�is considering various acquisition strategies to deliver this project and requesting input from industry. The following information is requested in this Sources Sought notice with a limit of ten (10) pages for your response: 1. Organization name, address, email address, website address, telephone number, and business size (small or large) and type of ownership for the organization; include DUNS number and CAGE code. 2. Business classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (large business). 3. Firm's interest in providing a proposal on the pending solicitation once issued. 4. Firm�s experience with Design Build or Design Bid Build on this type of facility or similar projects. 5. Active Hydroelectric Dam:� The dam will be operational at all time during construction.� Firm�s experience with blasting and construction near or alongside an operating hydroelectric dam or similar facility.� Does the requirement to work around and coordinate with an active hydroelectric dam influence Industry�s interest in this project? 6. Biological Opinion:� The contract will contain some constraints as outlined in the Biological Opinion referenced above which will include time windows for activities of work and blasting requirements.� Firm�s experience with completing a design build constrained by a biological opinion.� What risks does your company see meeting those constraints with different delivery methods?� 7. Project Delivery Method:� If the Design Build delivery method is chosen, what is your Firm�s input on design progression at the Request for Proposal stage, for example 35%, 65%?�� What types of innovative ideas does your Firm potentially see if a Design Build delivery method is used?� 8. Firm's Bonding Capability (construction bonding level per contract and aggregate bonding level, both expressed in dollars). Include any concerns associated with providing performance and payment bond for the projected contract value identified. 9. Would your firm be interested in providing iterative feedback regarding the acquisition at various times during the planning and acquisition phases?� If so, would you prefer that feed back to be conducted through e-mail, webinar, or face to face meetings? � All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all the requirements stated above. Prior Government contract work is not required for submitting a response under this Sources Sought Announcement. The official Synopsis citing a solicitation number will be issued on www.SAM.gov inviting firms to register electronically to receive an electronic notification of a solicitation should one be issued.
