Issued by The Uniformed Services University of the Health Sciences, Bethesda, Maryland. This RFI is issued solely for information, planning and market research purposes and does not constitute a solicitation or issuance thereof.� Background The mission of the Uniformed Services University of the Health Sciences (USU) is to support the readiness of America�s Warfighter and the health and well-being of the military community by educating and developing uniformed health professionals, scientists and leaders; by conducting cutting-edge, military-relevant research, and by providing operational support to units around the world. USU is a Federal laboratory responsible for transferring health sciences technology. Such efforts may result in research and development of biomedical products. The requested support services include consultation on the structure of an Office of Research and Technology Applications at USU. Services required include assisting with establishing collaborative partnerships with industry, nonprofits and academia. Support services will facilitate the transfer of technology between our laboratory and non-Federal enterprises. Work will focus on assisting with coordinating, negotiating, and problem-solving collaborative partnerships that leverage federal and private-sector resources. This service will include receiving invention disclosures, assisting with patentability reviews during innovation assessment panels and publication reviews. This service will also include general administrative tasks as assigned, such as agreements routing and tracking USU is issuing this Request for Information (RFI) to survey the commercial availability of the support services to address the following task areas: 1. Lead scientific partnerships for technology transfer performing outside of the USU Joint Office of Technology Transfer. Manage and perform all drafting, reviewing, negotiating, and/or preparing cooperative research and development agreements (CRADAs), to include: Limited Purpose CRADAs, material transfer agreements (MTA), non-disclosure agreements (NDAs), letters of support, licensing, inter-institutional agreements, and other partnership agreements. Coordinate agreements through the USU reviewing offices and USU approving offices. Monitor compliance with terms of the agreements. 2. Consult�on policy, strategy, plans, and guidelines to stand up an Office of Research and Technology Applications resulting in a report with recommendations and findings. 3. Review invention disclosures and conduct expert reviews of newly developed technologies resulting from USU research programs for technological and commercial potential. Review draft documents and presentations prior to publication. Identify potential patentable inventions that result from work performed at USU research facilities or with other partnering organizations. Draft technology summaries, identify publically available patent documents and peer-reviewed publications that correspond to USU technology. Review and assess technologies for business opportunities, deficiencies, and commercial value. 4. Participate and lead an Innovation Assessment Panel for patent and technology reviews to enable well-informed patenting decisions. Assist Federal employees in understanding factors relevant to making the determination whether patent applications should be filed on inventions based upon their commercial, scientific and technical merits and their importance to military Service members, the public, and the Government and to ensure that the interests of USU and its investigators are represented. 5. Track agreements and administratively maintain current records of all activities surrounding the assigned transactions; ensure compliance with Reporting requirements and timely renewals. Information Requested To respond to this RFI, please address the following questions below. Of particular interest to the USU are responses which include recommendations for existing federal supply schedules or vehicles which would support the acquisition of these services. Indicate whether or not the proposed services are commercially available. Provide any existing federal supply schedules, vehicles (DoD or non-DoD), or other mechanisms under which these services may be acquired. Provide recommendations regarding PSC and NAICS codes associated with the task areas referenced in this RFI. Provide any comments, requests for clarification, or suggestions regarding the task areas delineated in this notice. Response and Process Interested parties are requested to provide a capabilities statement and, if desired, feedback on the task areas delineated in this notice.� DO NOT include proprietary, classified, confidential, or sensitive information in any part of the RFI response.� DO NOT submit cost related or pricing information in response to this RFI. General marketing information or marketing flyers that do not address the Government�s requirements outlined herein will be not be reviewed. Please respond no later than 11:59 PM (Eastern) on 28 June 2021. Responses should be limited to no more than 5 pages, and must be submitted to jenniffer.vazquez@usuhs.edu and�rebecca.mashek.ctr@usuhs.edu Any requests for clarifications or questions will not be responded to by the submission date of this RFI.� Clarifications/questions will be addressed in a final Statement of Work as part of any resultant solicitation.
