- This preliminary information is being made available for planning purposes only, subject to FAR Clause 52.215-3, entitled �Request for Information or Solicitation for Planning Purposes.� It does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract.� This procurement is subject to review or cancellation at any time. NASA GSFC is soliciting comments on requirements established regarding the Space and Earth Sciences Data Analysis (SESDA) programs.� This is in connection with a planned upcoming competitive acquisition, which is a follow-on to the existing GSFC SESDA contract.� The present requirements are specified in the attached document: Exhibit 1 � Draft Statement of Work This notice is issued by the NASA/GSFC to post a draft Statement of Work via the internet, and to solicit input, comments, and recommendations from interested parties.� The objective of this RFI is to seek capabilities from small, small disadvantaged, and women-owned small businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this requirement, to allow industry the opportunity to verify reasonableness and feasibility of the requirement, and increase procurement efficiency by improving NASA/GSFC�s knowledge of industry�s capabilities. Potential offerors are requested to submit information in the form of a brief Capabilities and Qualifications Statement that includes:� 1. Addressing all of the functional areas outlined in the draft Statement of Work, and 2. A Summary of relevant past experience. Capabilities Statements shall not exceed 15 pages. Interested firms are requested to submit their capability statements to Ms. S. Pauline Barrett, NASA/GSFC, Mail Code 210.8, Greenbelt MD 20771, e-mail: Sislyn.p.barrett@nasa.gov no later than March 31, 2021.� Documents, comments and questions may be forwarded to S.
