Description

The United States Department of Transportation (US DOT), Office of the Secretary (OST) Volpe National Transportation Systems Center (Volpe Center), Cambridge Massachusetts has issued a contract for Licensed Site Professional(LSP) Support Services to guide and support ongoing environmental activities during the planning and redevelopment of the Volpe Center Property. As the property owner, the Volpe Center has responsibilities for the investigation, remediation and handling of oil and hazardous materials (OHM) under Massachusetts law. Massachusetts regulations of OHM impose a series of requirements on property owners and mandate the use of LSP services. The services performed under this contract will be used to support the Volpe Center as it addresses the presence of OHM located on and near its property that resulted from historic industrial operations. A Justification for Other Than Full and Open Competition (JOTFOC) was approved on April 21, 2021. The solicitation was a 100% Small Business set-aside and was issued as a firm fixed price (FFP) single Indefinite Delivery Indefinite Quality (IDIQ) on May 4, 2021. An award was made on June 3, 2021 to FS Engineering, Inc. The awardee will provide services in the following task areas 1) Environmental Support, 2) Site Assessment and Reporting Support, 3) Project Management Support; 4.) Regulatory and Policy Compliance Assessments Support; and 5) Documentation, Reports and Submittals Support Services.� The North American Industry Classification System (NAICS) Code for this acquisition is 541620- Environmental Consulting Services; the Small Business size standard is $16.5M. The release date of the solicitation was May 4, 2021. The term of the contract will be 4.0 years from the date of award of the contract.
