- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B21Q0076 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. The associated NAICS code is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a small business size standard of 1,250 employees and the PSC code is 5220. The Department of Agriculture (ARS) has the need for the following products: 001) GPS for Tractor Planter Scope of Work: The USDA-ARS Plant Genetic Resources Unit (PGRU) in Columbia, MO is requesting quotes on a GPS system for use with a 2019 Case Maxxum 115 tractor and Wintersteiger Plotking 2600 planter. Background: The quality and efficiency of data collection from agricultural research plots can be greatly improved if those plots are originally planted using precision RTK-GPS guided technologies. This type of system is not currently available within the Columbia, MO USDA-ARS PGRU, but is needed to improve the quality, quantity, and efficiency of research within the Unit. The system should be compatible with the currently available Tractor and planting systems in the unit and service both corn and soybean planting. A GPS precision planting system is needed for a Case Maxxum 115 tractor. The system must contain an EXP-100 port Expander or equivalent in order to connect to the wiring harness on our existing Wintersteiger Plotking 2600 planter. The installation of the system into the tractor, as well as basic training and technical support on the operation of the system, must also be included. The system must provide planting accuracy of 2� or below and be able to operate accurately at speeds as low as 0.5 MPH. Technical Requirements: The contractor must provide the parts, labor, installation, and support required to install a functional RTK-GPS precision planting system on the currently available equipment (2019 Case Maxxum 115 tractor, and Wintersteiger Plotking 2600 planter). The requirements include: An Auto-pilot electric motor drive base kit/system compatible with Maxxum 115 tractor. A 30cm or greater high-definition multi-touch display with GPS and GNSS receiver, RTK capability, compatible with and unlocked for GLONASS, integrated video camera, at least 1 expandable video input port, 1GB RAM, and 32 GB flash memory. Must include any needed interfaces or kits to connect with the Maxxum 115. Must end in an EXP-100 port expander or similar compatible with the wiring harness of Wintersteiger 2600 planter. Must include any upgrade kits or otherwise, necessary to bring the system to 2� accuracy or better. Must include installation. If installation site is more than 100 miles from Columbia, Mo then must include the costs of installation and transportation of tractor and planter to and from installation site. Must include training in operation of the system after installed. Contractor must have in-person support services available that can come to Columbia, Mo for future needs (future support costs not necessarily included in this contract). Key Deliverables: RTK-GPS precision planting system with a 30 cm or greater display screen and licenses Autopilot motor drive base kit/system compatible with 115 Maxxum tractor Maxxum interface/platform specific kit(s) required for full installation Port expander and cables for connection to Wintersteiger 2600 planter Accuracy upgrade to bring system to 2� or better Delivery Installation Training Support Services Delivery: Delivery and instillation to be made at USDA-ARS PGRU, c/o Jacob Washburn, 205 Curtis Hall, University of Missouri, Columbia, MO 65211 within 160 days of contract award. The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Columbia, MO and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. To be eligible, all vendors must also be registered in SAM under the specific NAICS code listed as part of this request for quote. If a prospective vendor is not registered under the specified NAICS code and would qualify to be registered under it then they must update their SAM registration prior to submitting a quote. Finally, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF-18�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted. Please email all quotes in writing on the SF-18 to�aaron.dimeo@usda.gov by no later than�Friday, June 25, 2021 at 12:00 PM�Central Standard Time. Questions in regards to this combined synopsis/solicitation must be submitted through email and are due no later than�4:00 PM CST on Monday, June 21, 2021.
