- Description
- This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with Geological Survey of Finland (Geologian tutkimuskeskus), Rovaniemi, Finland for twenty-four (24) hours of on-line training on data pre-processing for mineral prospectivity mapping using Spatial Data Modeler software for ArcGIS and ArcPro as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Geologian Tutkimuskeskus is, to the USGS� knowledge, the only source who can provide the training. The technique and software were developed by Graeme Bonham-Carter (ret. Geological Survey of Canada) and Gary Raines (ret. USGS). Unique qualifications for the proposed contractor include: (1) trained by Graeme and Gary; (2) recently completed project activity that re-coded the toolbox (SDM) for use with modern versions of ArcGIS and ArcPro software (3) demonstrated experience providing training classes on the subject to government and university scientists; and (4) has training packages that can be modified and updated for our use. This course will follow-up on a Mineral Prospectivity Modeling course taught in September 2020. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 611430, Professional and Management Development Training. Responses or inquiries shall only be accepted through electronic mail addressed to Cheryl Ciccarelli cciccarelli@usgs.gov and must be uploaded and received in their entirety no later than June 21, 2021. WORK REQUIREMENTS A. Technical Requirements. The contractor will provide training for the following: 1. Information about Spatial Analyst tools in ESRI�s ArcMap and ArcPro required to make evidence /derivative layers 2. ArcGIS Model Builder: How-to 3. Data types, naming of files, data storage (file based vs. geodatabase) 4. IOCG deposit type 5. Translating mineral system parameters into mappable proxies 6. Proximity analysis 7. Density analysis 8. Various pre-processing methods outside GIS (Oasis Montaj) 9. GIS tools for filtering 10. Connection to mineral system 11. Interpolation, data quality 12. CODA (intro only) 13. Integration of all data processed using Fuzzy logic overlay method B. Deliverables. The contractor will provide 24 hours of training to USGS personnel. Course materials (PowerPoint presentations, example datasets, workflows, etc.) will be provided before and during the course and recordings of the lessons will be provided following the course. SUPPORTING INFORMATION A. Training will be provided virtually online via the Microsoft Teams application. B. Training will be provided in 3-hour lessons over the course of 8 days starting in late September and extending into October 2021.
