NOTICE OF INTENT TO SINGLE SOURCE � Solicitation Number: W9127N21Q0070 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: 4030 � FITTINGS FOR ROPE, CABLE, AND CHAIN NAICS Code: 332999 � All Other Miscellaneous Fabricated Metal Product Manufacturing Notice Type: Special Notice Synopsis: � This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 �Synopses of Proposed Contract Actions.� The U.S. Army Corps of Engineers (USACE), Portland District intends to award a single-source, brand name only, firm-fixed-price supply contract for Tsubaki Roller Chains. �Roller chains manufactured by US Tsubaki are necessary in order to integrate with existing equipment, hardware and stock parts.�� US Tsubaki�s manufacturing method of pressing the nitronic-60 stainless steel roller pins, provides a uniform assembly that other manufacturers have not been able to duplicate. Also, each of US Tsubaki�s finished product comes with flexibility, and all rollers are free of binding, which other manufacturers have not been able to achieve. Additionally, Tsubaki has local distributors, available to assist in the installation and maintenance of the roller chains. The impact of not having the same type of construction chain causes Bonneville Project to not have any interchangeable parts. If the parts are not the same, it takes longer to repair and maintain the STS and chain equipment, forcing Main Generator Units out of service for longer periods of time. Consistency in the manufacturer results in less down time on the generators with fewer and shorter outages.� � The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) � Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL BE POSTED The Government intends to proceed with the issuance of this single source (BRAND NAME ONLY) solicitation upon the expiration of this notice. The NAICS code is 332999 � All Other Miscellaneous Fabricated Metal Product Manufacturing.� The size standard as defined by the U.S. Small Business Administration is 750 employees. � THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to provide like equipment, as established herein, that interfaces and is compatible with existing infrastructure and parts are interchangeable with current replacement stock parts.� If no affirmative written responses are received by 12:00 PM Pacific Time on 22 June 2021, an award (based on Brand Name Only) will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
