Subject: SPECIAL NOTICE 36C24921Q0377 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), Soliciting from a single source. Award is anticipated to occur on or about June 21st, 2021 to Hill DT, Inc. The period of performance will be for seven calendar days after issuance of the notice to proceed. The Alvin C. York Chiropractic Department has a requirement for a Hill DT Spinal Decompression Table for immediate use within their Chiropractic Service. The intended use of the Decompression table is to provide patients who suffer from the chronic pain associated with bulging, degenerating, or herniated discs may benefit from treatment using a spinal decompression table. This type of pain, which can manifest as back or neck pain itself as well as associated pain in the arms and legs, may have already been treated by traditional traction methods or even by spinal surgery to limited improvement. In these cases, a spinal decompression table that uses computerized sensors to perform stretching actions on the spine and promote healing can be uniquely effective. Spinal decompression therapy aims to help patients who suffer from debilitating pain due to bulging, degenerating, or herniated discs. It can also be used for the pain management and treatment of many causes of sciatica, injured or diseased spinal nerve FboNotices, and worn spinal joints. The therapy itself works to stretch the spine, using a spinal decompression table or other device, to create negative pressure and space within the disc to allow disc fluid to move back into place. This creates an environment in which the disc can receive more nutrients and therefore heal itself more quickly and effectively. The goal of spinal decompression therapy is to relieve the patient s chronic back, arm, neck, and/or leg pain, and to heal the source of said pain. Contractor will be responsible for the delivery of the Compression table to the Alvin C. York VA Medical Center in a timely manner. NCO 9 intends to non-competitively award this requirement to Hill DT, since the vendor appears to be the Proprietary manufacturer and distributor of the Compression Table DT. Unnecessary delays cannot be endured. The North American Industry Classification System (NAICS) code for this requirement is 339113 with the size standard of 750. The applicable Product Service Code is 6515. This notice of intent is not a request for proposals or quotes. However, all responsible sources may submit an offer and technical capabilities/narrative that proves by clear and convincing evidence that a similar compression table is available that will provide comparable attributes that are listed in the salient characteristics for the facility. If said OFFER and technical capabilities/narrative is received within six calendar days of publication of this notice, the narrative will be considered by NCO 9. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will generally be considered solely for the purpose of determining whether to conduct a competitive procurement.
