Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Teledyne Digital Imaging US, Inc., for the procurement of an electron multiplying CCD camera (EMCCD). ��The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The Optomechanics Group, within Physical Measurement Laboratory at the National Institute of Standards and Technology (NIST) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of nanotechnology development, from discovery to production. The group plans to conduct several sensitive optical spectroscopy measurements that requires the use of a scientific imaging camera. This procurement will also enable future research projects with the ability to perform spectroscopy and imaging from the near-infrared to the deep-UV spectral range. This EMCCD camera is intended to be coupled to an existing Princeton Instruments Spectrometer.� The laboratory dedicated for this project is currently equipped with a Princeton Instruments IsoPlane spectrometer and their proprietary Lightfield software platform.� The required EMCCD camera is required to be completely compatible (in both hardware and software) with the existing equipment.�� Moreover, it is required that the control of the camera and spectral data acquisition be performed from a single software interface.� The Isoplane spectrometer currently in the lab also generates an output trigger signal that serves as the synchronization control for the EMCCD camera.� Therefore, the EMCCD camera is required to be compatible with the existing system in both software configuration and hardware integration and must be readily controlled by the LightField software and have a hardware connection port that is compatible with the output of the spectrometer. The Princeton Instruments ProEM HS 1024BX3 back-illuminated EMCCD, along with the necessary accessories, is the only commercially available system found to meet all of the Governments minimum requirements and provide 100% compatibility and integration with the existing spectrometer and software platform.� Teledyne Digital Imaging US, Inc., is uniquely qualified to provide the necessary equipment as they are the direct US source of this equipment. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established service lead times.�� � The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
