Description
QUESTIONS AND ANSWERS TO THE TSG INDUSTRY DAY Q: Will you post a list of industry day attendees and contact information so we may discuss teaming arrangements? A: The Government does not intend to post a list of industry day attendees. Q: Does this request pertain to breaking out a portion of the TSG Re-compete contract as a Small Business Set-aside or the entire TSG Re-compete contract as a Small Business Set-aside? A: The set-aside decision will cover the entire task order. The Government does not intend to break this requirement into multiple task orders. Q: Whether the request is to provide a Capability Statement if a small business can perform over 50% on the scope of the entire TSG Statement of Work (i.e. the Draft SOW that was attached) or just what was on slide 55 of the Industry Days presentation? A. The capability statement should show that your company is able to perform 50 percent or more of the work detailed in the SOW. Slide 55 summarizes the overall requirement and points out key areas of the SOW. It is strongly suggested that the capability statement addresses the degree to which the potential offeror is able to meet the capabilities on slide 55. Q. If a portion of the TSG Re-Compete is able to set-aside for Small Business, do the Labor Categories and Key Personnel requirements stay the same or would the government consider alternatives? A. The set-aside decision will apply to the Task Order as a whole. The Government does not intend to break this requirement into multiple task orders. However, the Small Business Participation Commitment applies to both large and small businesses and encourages the use of small business socioeconomic categories. In addition, a subcontracting plan will be required for all large business prime offerors. The labor categories and personnel qualifications are the latest versions of these documents, however they will remain draft documents until the solicitation is released and may be revised as required. Q. If a portion of the TSG Re-Compete is able to set-aside for Small Business, are the requirements forIA Certification still enforce? A. The set-aside decision will apply to the Task Order as a whole. The Government does not intend to break this requirement into multiple task orders. The requirements for the IA and cybersecurity workforce certifications are tied to the type of work being performed and not the size of the task order or the size of the company performing the work. The IA and cybersecurity workforce certifications will not change based on the set-side decision. Q. In the slides from the TSG industry it is stated that All communications (questions, comments, requests for clarifications, etc) after the pre-solicitation conference must be sent to the contract specialist. The industry day held yesterday is considered the pre-solicitation conference, correct? A. That is correct.
