Description
Intent is to award base and 4 option years Please put Solicitation number is subject line Grindstone Campground wastewater lagoon in strict accordance with the parameters outlined in the Commonwealth of Virginia�s Department of Environmental Quality VPDES Permit Number VA0022993, Grindstone Recreation Area Sewage Treatment Plant, Smyth County (included). Work will be conducted on an as-needed basis, with both the Forest Service COR and the contractor acting as monitors of the wastewater lagoon�s water level. When the water level approaches the top of the lagoon liner, discharge will be needed. The contractor must always ensure that the above-mentioned VPDES Permit is adhered to and that flow, pH, BODs, Suspended Solids, Ammonia Nitrogen, Dissolved Oxygen, and Total Residual Chlorine are monitored and recorded per VA DEQ requirements. The Forest Service will provide chlorination and de-chlorination tablets and anti-algae bacterial additive. Contractor will be required to furnish all necessary transportation and labor, as well as testing supplies and equipment. Testing parameters, record keeping, and reporting must be in compliance with VPDES Permit Number VA0022993 and are clearly outlined therein. The contractor will find all necessary information for successful lagoon discharge in the Permit. The past operation of this facility indicates that discharging the lagoon requires as many as 25 consecutive days of operator presence, dependent upon water level and precipitation. The contracted operator must be present at the Plant on discharge days to monitor flow. These 25 days of discharge may be repeated as many as 4-5 times a calendar year. Contractor Responsibility:� Contractor to furnish its own insurance.
