Description
This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-2064887 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-05 March 10, 2021. The North American Industry Classification System (NAICS) code for this procurement is 811219, Other Electronic and Precision Equipment Repair and Maintenance, Size Standard $20.5 million The requirement is being competed full and open competition, un-restricted and without a small business set-aside. The Protein Chemical Section (PCS) of the National Institute of Allergy and Infection Diseases (NIAID) conduct peptide synthesis program for the NIAID which includes; the selection of peptides to be synthesized, automated solid phase synthesis or manual synthesis if appropriate of peptides and purification of the synthesized molecules by HPLC and other techniques. The analysis of the purity of the synthetic peptides and the preparation of peptide-protein conjugates for use as immunogens for the preparation of antipeptide sera. The PCS conducts a protein analysis program for the NIAID that provides; a state-of the art protein sequencing facility for use by NIAID staff, expert advice for protein and peptide isolation and purification, mass spectrometric instrumentation and expertise for molecular analyses and assistance with HPLC purification of proteins and peptides. The Research Technologies Branch (RTB) allows investigators in the Division of Intramural Research access to state-of-the-art research technologies. During the past 30 years, the advent of the biotechnology industry and the development of new scientific disciplines have resulted in an explosion of new technologies. In addition, advances in optics, lasers, and computer technology have revolutionized well-established disciplines such as microscopy (both light and electron), flow cytometry, and genomics. The (RTB) of the (PCS) enables intramural NIAID investigators to use state-of-the-art applications in mass spectrometry, bioinformatics, peptide synthesis and analysis, and protein sequencing in their research programs. Peptide synthesis and analysis provides synthetic peptides, peptide-carrier protein conjugates, peptide purification, and quality control analyses. In addition, the staff is available for advice and consultations. In cooperation with protein sequencing and mass spectrometry, extensive support is available for expert analysis and characterization of peptides, proteins, and small biomolecules. The protein sequencers in RTB are used to support on-going research in NIAID IRP. At this time, the lab only has machines capable of determining the amino acid sequence of proteins/peptides in the NIH community. They are necessary to determine whether or not proteins/peptides are correctly made, by unravelling the amino acid residues from one end of a molecule. Many of the projects involve proving that proteins produced from recombinant sources are pure and therefore usable for antibody production or structural studies involving Xray crystallography. Additionally, many times proteins can become degraded for a number of different reasons and by utilizing the sequencers the researchers can locate the site of degradation or the reason for this breakdown. These instruments are constantly in use on a daily basis and if it were put out of action due to lack of maintenance or mechanical failure the ability of the investigators in the DIR to conduct their research would be severely handicapped.
