Description
USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to CDM Federal Programs Corporation/DBA CDM Smith, 10560 Arrowhead Dr, STE 500, Fairfax, VA 22030-7301.� The procurement requires CDM-Smith to provide a new technical reference manual on Beach-fx and update code to prevent users from making errors in plan formulation.� �CDM Smith has been the coder for�Beach-fx, and they have worked in conjunction with ERDC to develop and deploy Beach-fx for multiple years.� CDM-Smith has detailed insight into the background of all modeling decisions over the past 20years. They are the only vendor who can code for Beach-fx and has the required abilities on both the planning and engineering side of both models. �Specific task include: � Task 1: Technical Reference Manual Completion The contractor will complete a technical reference document developed over the years of Beach-fx development. The document will discuss all output and input files, and the individual columns in each file. Additionally, the document will discuss the routines used to determine profile response from CShore/SBeach runs developed by the user for all response types. Relevant assumptions of each step in the operation of Beach-fx will be discussed in order to avoid future confusion on the appropriate use of the model.� Typical methods of examining the storm response database will also be detailed. The contractor will deliver electronic versions of the updated technical reference in MS Word and PDF file formats. Task 2: Freezing Upland Width Function The contractor will disable the ability to edit upland width from within Beach-fx. The user will still need to specify these options upon import but will not be allowed to change the upland width within the Beach-fx interface after import. All services must be completed no later than one year from date of award. �� This Presolicitation Notice is for information purposes only. The Government intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). This is not a request for competitive quotes or proposals and no solicitation is available. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541330, Engineering Services, with a Small Business Size Standard of $16.5M. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the service as outlined above. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� A request for documentation will not be considered as an affirmative response. If no responses are received within six calendar days (6) days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining this product through a sole source contract, then a sole source acquisition award will be made. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice.
