- This is a combined synopsis/solicitation for commercial items in accordance with Federal Acquisition Regulation (FAR) Part 12 � Commercial Items and as supplemented with additional information included in this notice. This announcement is the only solicitation notification for which proposals are accepted.� No other written solicitation will not be issued. The North American Industrial Classification System (NAICS) Code is 561612 - Security Guards and Patrol Services. Offerors must be registered in the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines pursuant to FAR 52.204-7.� Registration information can be found at www.sam.gov. ALL REGISTRATION MUST BE ""ACTIVE"" AT TIME OF AWARD. NO EXCEPTIONS WILL BE MADE. The Government contemplates a single award for canines and training to support the Bureau of Alcohol Tobacco Firearms and Explosives (ATF).� Due to the sensitivity of the requirement, the Statement of Work (SOW) is restricted - See Special Instructions.� ATF will consider all proposals submitted by responsible offerors, registered and active in SAM, whose offer conforms to the solicitation and is deemed to be most advantageous to the Government. This will be a Meet or Exceed Requirement The selected vendor must comply with the following FAR commercial provisions and clauses, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The selected vendor must also comply with FAR 52.203-18, 52.209-11, and 52.211-6. The full text of these clauses may be found on https://www.acquisition.gov/far. Any proposal not meeting the minimum requirements of the SOW and fails to conform to the solicitation instructions will not be considered for award. Set-Aside Requirement. There is a small business Set-Aside restriction for this combined synopsis/solicitation . SPECIAL INSTRUCTIONS: Due to the sensitivity of the SOW, all responsible potential offerors must request a copy of the SOW along with submission of a Non-Disclosure Agreement (NDA) via email immediately � See Attached NDA.� Upon receipt of request and NDA � the Contracting Officer (CO) will make the Statement of Work (SOW) available. Note:� Failure to request SOW along with NDA submission shall not constitute reason for solicitation extension.� Offers must conform to the solicitation and be submitted no later than 12PM EST on June 23rd, 2021 via email to James.Huff@atf.gov and Canine(s) and Training in Glendale, CA Area in the SUBJECT line.
