- June 15, 2021 Update This update revises language on attachment Section M Paragraphs 2.2(2), Table 2, 5.1.2, and 5.1.3. This attachment is labled ""Section M Amend 0003"".�� A title was added to CLIN 0015 and CLIN Type�was revised from NSP to FFP. The deadline for RFP response is unchanged. **************************************************************** May 27, 2021� Update This update provides answers to questions received from industry from the RFP amendment (FA8210-21-R-5002-0001).� This resulted in an amendment to the RFP to include the�Statement of Work (SOW) and Contract Data Requirements Lists (Exhibits A and B).� For ease of understanding a�copy of the SOW�with tracked changes is�being included. The deadline for RFP responses is unchanged. ******************************************************************* May 21, 2021� Update This update provides answers to questions received from industry from the RFP.� This resulted in an amendment to the RFP and RFP attachments as well as a change to the System Requirements Documentation (SRD).� It was also noticed that there was an error on the Draft RFP Questions and Answers (Q&A) and the corrected Q&A is updated.� For ease of understanding, where possible, copies of documentation with tracked changes are being included. Due to the changes to the RFP, the RFP due date is being extended to 1600 hrs (Mountain) 25 June 2021. Questions in regards to these changes must be submitted no later than 1600 hrs (Mountain) 26 May 2021. ******************************************************************* April 28, 2021 Update This update adds a�statement�to allow questions from industry during RFP.� Questions will be allowed until 6 May 4pm MST. The full statement is located at the bottom of this�Description section. No other updates were done. Response date remains unchanged. ******************************************************************** April 27, 2021 Update This update includes three revisions. 1. A�new method will be used to send the missing Digital End Cap TDP folders that were�not included in this solicitation because of size limitations.� The ""NOTE"" section now reads that the DoD SAFE system will be used to send the missing folders. 2. The title of this Contract Opportunity was changed to remove�""Pre-Solicitation"" and replaced with ""Solicitation"". 3. A new paragraph was added at the bottom of this description that talks about the classified Information Assurance Security�Requirements Document (IASRD) that is available to contractors that are interested in becoming�prime for this effort.� This document is the same that was sent during the announcement, Draft RFP -P5 Combat Training System (P5CTS) Security System Update (SSU), that was originally published on Januray 26, 2021.� Any contractor that received it during that announcement does not need to re-request it, this document�has not changed.� No other updates were done. The due date for proposals remains unchanged. *************************** In order to meet current cybersecurity requirements and provide for future implementation of Proficiency Based Training (PBT), a security upgrade must be completed. Headquarters Air Combat Command (ACC) requires implementation of an encrypted P5 Combat Training System (P5CTS) data link to a) protect tactics and training methods and b) allow 4th generation aircraft to engage the F-35 during training missions. The solution identified is a shop-replaceable retrofit kit to replace the obsolete Data Guard Processor (DGP) in the Airborne Subsystem (AS)/pods that consists of a Data Security Module (DSM), and a P5 AS modified End Cap (MEC), interface cable(s) and associated hardware. The DSM shall encrypt data through a National Security Agency (NSA) certified Type 1 encryptor and provide a NSA certified control interface that enables or restricts the access or transfer of information between security domains. The DSM, MEC, associated hardware, software and technical data is referred to as the System Security Update (SSU) kit. The engineering, hardware, software, documentation, and other efforts required to manage and produce the kits is referred to as the SSU program. The P5CTS AS currently transmits unencrypted Controlled Unclassified Information (CUI) over-the-air. Department of Defense�s (DoD's) Risk Management Framework (RMF) requires that classified and CUI information be encrypted. Accordingly, the P5CTS must remedy the obsolescence concern and noted deficiencies to enable continued operations through at least 2030. These kits will be obtained through source selection procedures IAW Federal Acquisition Regulation (FAR) Part 15, Defense Federal Acquisition Regulation Supplement (DFAR) Part 15, Air Force Acquisition Regulation Supplement (AFFARS) Part 15, Defense Federal Acquisition Regulation Supplement Procedures, Guidance and Information (DFARS Subpart 215.3--Source Selection) with the new DoD source selection procedures memorandum revised on 01 Apr 2016. NOTE:� DUE TO THE FILE SIZE LIMITATIONS OF BETA.SAM, THE DIGITAL END CAP TECHNICAL DATA PACKAGE (TDP), FOLDERS WILL BE�SENT SEPERATELY. PLEASE SEND AN EMAIL REQUEST TO THE POC'S IDENTIFIED, IF A COPY IS DESIRED.� AN EMAIL WILL BE SENT THROUGH THE DoD SAFE SITE WITH INSTRUCTIONS�OF HOW TO DOWNLOAD THE FOLDERS.� All potential bidders wanting access to the restriced files in the attached bidder's library must request access.� To obtain access, a potential bidder must be a qualified U.S.contractor�with a legitimate business purpose.� A qualified U.S. contractor is one that has an approved DD FORM 2345 on file with the U.S./Canada Joint Certification Program (JCP) Office.� The potential bidder requesting access must ensure that the CAGE�code�on the approved DD FORM 2345 matches the CAGE�code on the beta.sam user profile that requests access.�� Offerors considering participating as a prime contractor will need to request access to the P5 Combat Training System (P5CTS)�classified Information Assurance Security�Requirements Document (IASRD).��Access may be granted over Secure Internet Protocol Router (SIPR) network, or by secure mailing of a classified CD/DVD, or offeror courier of classified CD/DVD.��In order to request access, the offeror must have a certified storage facility.��All offerors will be treated equally and will be provided access to document/information as requested once approved and included on the source list of the DD 254, consistent with need-to-know and security clearance. The Government is allowing questions to be submitted for clarification during the solicitation.� Questions must be submitted no later than 6 May 2021, 4pm MST and should include the document name, page, section in reference, and the question/comment.� Include�revision language to be considered for replacement, if necessary.�
