- W9133L-21-R-DATA Data Analytics Brief Description/Problem Statement: The National Guard Bureau (NGB) must accelerate its modernization into a data-centric organization to improve performance and gain the decision advantage at all echelons in the unique and complex mission environment existing in the 50 States, 3 Territories and the District of Columbia.� NGB�s current data sharing/management approach is fragmented, resulting in reduced unity of effort and mission command, unnecessary human-machine interfaces, and missed opportunities.� �� Background: To generate transformative change, NGB will need to align with the Department of Defense (DoD) Data Strategy�s focus areas of Joint All Domain Operations, Senior Leader Decision Support and Executive Analytics. This includes the five DoD Decrees: Maximize data sharing and rights for data use: all DoD data is an enterprise resource. Publish data assets in the DoD federated data catalog along with common interface specifications. Use automated data interfaces that are externally accessible and machine-readable: ensure interfaces use industry standards, non-proprietary, preferably open-source technologies, protocols and payloads. Store data in a manner that is platform and environment-agnostic, uncoupled from hardware or software dependencies.� Implement industry best practices for secure authentication, access management, encryption, monitoring, and protection of data at rest, in transit, and in use. Key responsibilities within the NGB are strategic in nature, are broader than IT, and include the following: Improve the NGB data framework, strategy and governance Make data interoperability a key requirement in hardware and software decisions Promote an enterprise-wide data capability initiative (unity of effort in support of the 54) Modernize the role of data stewardship Improve the enterprise strategy using agile data Improve data quality across the NGB Establish clarity of data origination and lineage Grow talent and change the data culture ***No Performance Work Statement (PWS) exists, only the higher level objectives above in description above. There is no incumbent, this is a new effort.*** Submission Request: The NGB would like any interested company to submit information papers regarding: Given the background above, steps you would enact to achieve efficient and effective NGB Senior Leader Decision Support and Executive Analytics, with common access to authoritative data that is essential for providing a �single source of truth� for objective and informed decision-making. Processes or approaches you would take to a establishing a centralized strategic approach for managing data to ensure it is trusted, secure, current, useable, interconnected, and readily available at echelon. Do you have specific documented past performance and experience in similar services within the Department of Defense? If so, please describe your company's past experience on previous projects similar in scope (nature/type of work/services to be provided in the draft PWS), magnitude and complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, and agency/organization supported. What, if any, risks or unknowns you have seen that would be of importance for the NGB that could hinder the ability to meet the requirements? What do you foresee as the biggest challenges NGB would be facing What contract strategy would you recommend? (i.e. contract type, renewal options, CLIN structure, etc.) Interested parties should submit the information requested above by 18 June 2021, 1:00 pm EDT via e-Mail: Edward.h.mcgrail2.civ@mail.mil. It is NGB�s intention to also set up one-on-one sessions with those parties who submit information papers.� Logistics and ground rules of said one-on one sessions will be coordinated once all papers are received. Please Note: All information, or any potential future one-on-one sessions, is to be submitted at no cost or obligation to the Government.� All information marked {Proprietary to �company name�} will not be disclosed outside of the Department of Defense and its support contractors.
