- This is a Sources Sought announcement and is for informational and market research purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. The USDA Forest Service Procurement and Property Services [PPS], Contract Service Area [CSA] 6, on behalf of Forest Service Region 5, is planning to solicit a construction project. The project is road re-construction of Antelope Lake Road, Plumas National Forest, California. A firm-fixed-price contract is anticipated. Project period of performance is anticipated to be ~14 months. IAW Federal Acquisition Regulation [FAR] 36.204 Disclosure of the magnitude of construction projects, the estimated price range of this contract is (h) More than $10,000,000. The North American Industry Classification Code [NAICS] is 237310 Highway, Street, and Bridge Construction, with small business size standard of $39.5M in annual revenue. PROJECT DESCRIPTION The project is road re-construction of Antelope Lake Road (Forest Highway 43), Mt. Hough Ranger District, Plumas National Forest, Plumas County, California. The project work is entirely on the Antelope Lake Road (Forest Highway 43), between the town of Genesee, CA, and Antelope Lake. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, non-personal services, and all items necessary to perform the project and associated contract requirements as follows: Asphalt pavement and curb demolition Culvert and roadside metal flume demolition Reconstruction of asphalt pavement using Cold In-Place Recycle of existing pavement with HMA overlay. Installation of new culverts and roadside metal flumes Installation of culvert drop inlets and down drains. Riprap and aggregate placement Construction of new cattleguard Installation of new guardrail Installation of new signs Quality Control Sampling, Testing and Reporting INFORMATION REQUESTED / CAPABILITY STATEMENT The purpose of this Sources Sought announcement is to gain knowledge of interest, capabilities, and qualifications of various firms in the industry including the small business community. The Government must ensure there is adequate competition among the potential pool of interested and capable contractors. Small businesses are highly encouraged to respond. The type of set-aside utilized � small business, specific small business category, full and open competition, or other than full and open competition � will depend upon the capabilities of the responses to this Sources Sought announcement. The following is requested as response to this Sources Sought notice: 1. Vendor/company name, address, point of contact, phone number, and email address. 2. Vendor/company�s capability to perform the contract through experience with same/similar type, magnitude, and complexity. Provide at least two (2) examples of comparable work performed within the prior three (3) years. Provide a brief description of the project, effort required, magnitude/dollar value, customer name, and performance evaluation information of the project or contract. 3. Business Size. Large or small. If small business, specific socioeconomic category � HUBZone, 8(a), VOSB/SDVOSB, WOSB/EDWOSB, etc. Include DUNS number. 4. Statement of understanding that the awarded vendor must be registered with the System for Award Management (SAM) to be eligible for federal government contract awards. DUNS number is required. www.sam.gov 5. Capability Statement. May be comprised of 1-4 above. The Capability Statement shall demonstrate the company's capabilities, existing expertise, and experience in relation to the requirements specified herein. The capability statement may include brochures or currently existing marketing material. 6. Potential offerors having the interest, skill, capabilities, and bonding capacity necessary to perform the described project are invited to respond with capabilities statement / information as listed above to Jeremy Bedner, Contracting Officer, PPS CSA-6. ADDITIONAL INFORMATION The Sources Sought notice and request for capability statement is not a Request for Proposal or Invitation for Bid, nor does it restrict the Government to a particular acquisition approach. This Sources Sought is for informational and planning purposes only and shall not be construed as a commitment by the Government. No reimbursement will be made for any costs associated with providing information or any information requests in response to this notice. Response to the Sources Sought and submission of the capabilities statement is not a prerequisite to potential future acquisitions. Respondents will not be notified of the results of the review of respondent�s submission. The Government will complete an analysis of respondents to this notice and determine whether to solicit the requirement as small business set-aside, full and open competition, or other than full and open competition. All responses will be used to determine the appropriate acquisition strategy for the potential future acquisition.
