- Sources Sought- Replace Veeder Root System for Omaha & Grand Island VA-BRAND NAME OR EQUAL Notice Type: Sources Sought This is a Request for Information (RFI) only; it is not a request for quotations or offers. 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of conducting market research to identify potential sources for a potential procurement contract for Replace Veeder-Root system BRAND NAME OR EQUAL. The Omaha/Grand Island VA HCS is seeking to replace the Veeder Root system at both facilities-BRAND NAME OR EQUAL. Please address the following in your responses: Company legal name, address, point of contact information, and DUNS Number Product being proposed, with product literature attached to response Where are products being manufactured? Who is the OEM? Estimated shipping and delivery information. Shipping destination-Nebraska Your firm s socio-economic status Shipping terms (FOB Origin or Destination) Must provide copy of authorized distributor letter with response to demonstrate non-gray market to be considered in market research. Provide confirmation the products being proposed is not gray market or counterfeit in accordance with Veterans Affairs Acquisition Regulation Clause 852.212-72 below. 852.212-72 Gray Market and Counterfeit Items (MAR 2020) (DEVIATION) GRAY MARKET AND COUNTERFEIT ITEMS (MAR 2020) (a) No used, refurbished, or remanufactured supplies or equipment/parts shall be provided. This procurement is for new Original Equipment Manufacturer (OEM) items only. No gray market items shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory. (b) No counterfeit supplies or equipment/parts shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics. (c) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions This is a request for information and sources only, which may or may not lead to a future solicitation. This is not a request for proposal (RFP). The VA will not pay for any information received resulting from this sources sought notice. Information should be forwarded to the Contract Specialist. Any questions should be addressed to the Contract Specialist, in writing, at the email address provided. Because this is a request for information only, answers to questions will not be posted. This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Replace Veeder Root System, Boiler Plant- OM, GI BRAND NAME OR EQUAL General Description Work: Period of Performance is 90 calendar days from Award, to include material lead time. Veeder Root System: Omaha The VA has quantity: 4 10,000 gallon above ground storage tanks located at the following location. Red: 4 Above Ground Storage Tanks Blue: Boiler Plant (Veeder Root on north side of building) The contractor will provide all labor and materials needed to remove and replace the Omaha Veeder Root System (current: Omnek electro levels, hardwired) and correct the following alarms high level alarm tank 1, low level alarm tank 2, and fuel sump tank 5. The contractor shall submit the make & model of the Veeder FboNotice with their proposal as approval by VA will be needed at time of award. Contractor shall furnish a TLS 450 Plus Veeder Root tank monitoring console or equivalent with approval from engineering prior to installation with built in printer to handle up to 4 tank level probes and 8 sump sensors. Install 1 tank level probe for each of the 4 existing above ground tanks including diesel float kits, and 4 cap and adaptor. 1 sump sensor for intermediate piping sump at NW corner of tank area. Labor to remove existing probes and install/mount new console box in same area as existing console, connect new probes and console. Replace 4 AST installation interstitial tank sensors installed and caps at each tank. Grand Island Grand Island has quantity 2, 20,000 gallon Underground Storage Tanks (USTs) and quantity 1, 1,000 gallon Above Ground Storage Tank (AST) located at the following locations. Contractor to replace the current TLS-350 Veeder Root Systems at the Boiler Plant (building 7) and the Emergency Generator Building (building 17). Example of current TLS-350 Veeder Root System at the building (7) Salient Characteristics for replacement Veeder Root System include Number of Tanks Monitored 64 Number of Tanks Monitored with Business Inventory Reconciliation 32 Sensor Inputs 99 of any one type Line Leak Testing 16 lines High Voltage Outputs 32 High Voltage Inputs 32 Low Voltage Inputs 16 Touch Screen Display 8 Color WVGA LCD Printer Thermal Connectivity Ethernet RS-232 RS-485 USB SiteFax EDIM Available Modules Universal Sensor Module Universal Input / Output Module 10 Amp Relay Controller Module MDIM / LVDIM Additional specifications are listed below Contractor to reuse existing conduit and run wiring to and from the fuel tanks to the veeder FboNotice system. In the event that conduit is compromised or termination on underground equipment is required, contractor to verify no utilities prior to installation of shoring, excavation and run conduit from submersible pump. Contractor shall furnish quantity 2 TLS 450 Plus Veeder Root tank monitoring consoles or equivalent with built in printer to handle up to 2 tank level probes and 4 sump sensors. Install 1 tank level probe for each of the 2 existing USTs and 1 tank level probe for the AST shown above including diesel float kits, and 4 cap and adaptor. 1 sump sensor for intermediate piping sump at each of the locations specified above. Replace 1 AST installation interstitial tank sensors installed and cap, also replace 2 UST installation interstitial tank sensor installed and cap. Contractor to terminate all wiring into relay boxes, panels and automatic tank gauge consoles. Contractor to backfill trenches and 2 USTs. Contractor to provide labor to remove existing probes and install/mount new console box in same area as existing console, connect new probes and console Contractor to test continuity in wires with multimeter and submit reports to the VA COR. In the event that wires are damaged contractor shall replace existing wire, perform a continuity test and submit reports to the VA COR. Contractor to reuse the existing conduits and wires installed if continuity tests show no break or damaged wiring. Contractor to label the veeder FboNotice system with the panel and circuit number. Contractor shall furnish product that has remote connectivity from most PCs, laptops, smartphones, or tablets from multiple workstations. Contractor to ensure remote viewing capability up to 10 government PC s through the web browser platform. Contractor to enable email notification of alarms and reports, allowing the VA to take immediate action. Contactor to furnish product usable with the VA network. Remote connectivity allows access to automatic tank gauge information. The following are required to be accessible through remote viewing. Immediate status check on tank inventory. Access to Alarm, Inventory and Last Delivery Reports. Easy navigation between map pin points, Real-Time Updates, One Touch Alarms, Real-time audible (locally) / visual alarms (remotely), Audible (locally) / Visual notification (remotely) for lost connectivity. Contractor to provide adequate training of up to 4 hours on the operation of Veeder System and any necessary preventative maintenance. A training schedule shall be developed and submitted by the contractor and approved by the VA COR at least 14 days prior to the planned training. Must provide O&M manuals upon completion. The contractor will work with the VA COR and boiler plant staff during pre-site planning and installation of equipment. Upon completion, the contractor shall provide a walkthrough with the VA representatives to include the VA COR, boiler plant staff, USRO supervisor, and GEMS coordinator to ensure that the equipment installed is fully functional. The Contractor shall provide 24-month warranty period and verify operation of the veeder FboNotice system. In the event that the equipment installed is not operational due to defects in this period contractor to respond to VA representatives request for on site service within 48 hours. There shall be at least one (1) scheduled update near the end of the first year s warranty period, at which time the Contractor shall ensure that all equipment furnished by the contractor to include the veeder FboNotice system, fully functional and address any concerns the VA representative may have. The contractor shall relocate interfering equipment as necessary, while maintaining infection control standards and must return all equipment back to its original condition. The contractor should check in and out of the boiler plant before and upon conclusion of work each day. The contractor is responsible for providing a barrier around the construction site to prevent outside entry of VA employees. The contractor will be responsible for disposal of all trash and removal of all equipment at the end of each working day. The VA will not be responsible for storage of equipment, materials, or tools. From previous work and spot checking, asbestos is not expected. However, if asbestos is found during construction, all work must stop, and the COR notified immediately. Notice to Proceed will be issued at time of award. Within 5 days of award, the contractor will be required to attend a kickoff meeting. An ILSM (interim life safety plan) and ICRA (infectious control risk assessment) will be discussed at the kickoff meeting and the approved plans to be posted at the job site. In addition, the contractor shall provide lead times, schedules, and a construction phasing plan. To ensure such executions, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR one week in advance of the proposed date of starting work in each specific area of site, building or portion thereof if changes to the phasing plan should exist. Arrange such dates to ensure accomplishment of this work in successive phases mutually agreeable to COR, boiler plant and Contractor. In the event the schedule is to be changed for any reason the contractor is responsible for notifying the contracting officer representative within 2 working days. Contractor shall ensure that the following remains in compliance during work and phase installation to ensure that the following is met. The VA is required to fire the boiler plant on alternate source (diesel fuel) monthly for between 2 to 12 hours. Contractor should ensure that the above ground storage tanks are readily accessible during this once a month preventative maintenance. Project Reporting: The contractor will be required to provide an efficient method of document transmittal. The preferred method for the government is via email notification. The contractor shall provide a weekly report covering activities from the previous week. The weekly report for the previous week will be shared or emailed to the COR no later than 10AM of the following Monday. This will be a more detailed but brief report covering topics the contractor determines is pertinent to report. The report will include at a minimum: Any safety/environmental incidents that occurred during the week. Update of the construction schedule.
