INTRODUCTION The U.S. Army, Communications Electronics Command (CECOM) Integrated Logistics Support Center (ILSC), Security Assistance Management Directorate (SAMD), Aberdeen Proving Ground, MD 21010 is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources that are capable of providing engineering, logistics and management services (Total Package Fielding) in the development, delivery, fielding, training and support for a foreign customer.� The intention is to procure these services on a competitive basis. Please reference Enclosure 1 for details on FICS (Field Information Communications System) program requirement.� Enclosure 1 is a revised document that was initially posted on FBO.gov website under Solicitation Numbers: W91CRB-19-R-FICS on 30 April 2019, and W91CRB-20-R-FICS on 11 March 2020. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� PROGRAM BACKGROUND The �Syun Lien� Program, Field Information Communications System (FICS) is designated as the upgrade to the existing Improved Mobile Subscriber Equipment (IMSE) communication system for a foreign customer. The Field Information Communications System (FICS) shall provide and support mobile and secure, voice and data communications to the Taiwan military Tactical Operations Center (TOC)-level command posts (CPs), and remote (mobile) users, while addressing evolving military doctrine, organization, training, materiel, leadership, personnel and facilities changes. Expected reduction in forces, along with the proliferation of data, command and control (C2), and situational awareness (SA) systems require the FICS to be more agile and capable, while increasing the capacity to support communication needs. The Field Information Communications System (FICS) shall provide the capability of voice and data networks for the Taiwan military Tactical Operations Center (TOC)-level communications by employing technological improvements in radio transmissions, data networking and packetized voice, while minimizing system footprint (power, size, personnel and logistics train). Interested companies should submit a white paper that includes a description to include the following information: � REQUIRED CAPABILITIES The Contractor shall provide technical overview/system architecture of the system (138 Communication Nodes, and 8 Network Management Systems) being offered, including description of satisfaction of minimal requirements, description of system functions provided and description of overall performance in tactical environment. In addition, logistics and maintenance, training, and fielding approach.� Further detail is provided in the FICS requirement document attached to this announcement (Enclosure 1). Pricing data sufficient for SAMD according to program requirement. This should include price for basic functionality described herein, prices for optional functions/features, installation, test, deployment, training, maintenance charges and/or any additional cost that can be incurred.� (A notionally sized element is acceptable for this part of the response provided that sufficient details/ caveats be provided to allow SAMD to scale the response). Notional schedule for a total package fielding (TPF) to an organization of size equal to that used for the pricing response. This should include product lead times, test/deployment time lines, typical training times, assumptions and dependencies required to progress from contract award to the point at which the system is typically determined to be operationally ready. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Interested parties are requested to submit a capabilities statement in each areas of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch.� The deadline for response to this request is by 1:00 PM. What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. The estimated period of performance is TBD.� The contract type is TBD.
